Czechia – Street-lighting equipment – Rekonstrukce, modernizace a provozování veřejného osvětlení v Plzni

The subject of the public procurement is the reconstruction and modernisation of the public lighting system (hereinafter "VO"), the implementation of which is planned in 2 stages. Part of the I. stage is the replacement of all public lighting luminaires, with the exception of luminaires listed in the Technical Specification. The first stage also includes the performance of light technical calculations, field surveys, concretisation of necessary actions, specification of required works and materials and the performance of other necessary preparatory works. Furthermore, in the first stage, 60% of the switching and control distributors will be replaced and the remaining distributors will be equipped with SW and HW for control and commissioning of the control room. The first stage also includes the classification of individual locations of the city into zones of the lighting environment in accordance with ČSN 36 0459 (or equivalent), this classification must be approved by the authorised representative of the contracting authority (Statutory City of Plzeň). The classification of the city locations into zones of the lighting environment will be preceded by the processing of light technical calculations in the given location. Part of the II. stage is the complete replacement of public lighting poles and lanterns with the exception of poles for pedestrian crossing illumination, poles with architectural and scenic lighting, stylish historical poles, plastic poles or poles installed in other structures and emergency poles installed in the last 5 years (approx. 500 units). Furthermore, in the second stage, the replacement of cable networks of public lighting will be carried out in places with the highest occurrence of faults and in places where it is necessary for the connection of changed poles. The estimated need for replacement is approx. 5% of all cable networks, i.e. approx. 34 km. The subject of the public procurement also includes the maintenance and operation of the entire public lighting system including lighting locations, the reconstruction and modernisation of which will not be in its responsibility (i.e. will not be the subject of the public procurement). The supplier will take over the public lighting system for maintenance and operation after the effectiveness of the concluded contract in a predetermined time for the mobilisation of resources (e.g. 1-3 months), but the responsibility for the functionality of the new elements will be transferred gradually, and that is according to the progress of the reconstruction and modernisation of the system. It is expected that the supplier will ensure the maintenance and operation of the entire public lighting system for a period of 15 years.
