Description

This tender is a call for applications. The portion of the financial envelope allocated to the works by the contracting authority is set at 5 200 000,00 euros VAT excl., broken down as follows:

- Firm lot (9 to 21 rue de Provence and 1 to 7 place de Bretagne): 3 850 000 euros VAT excl. (including mandatory variant)

- Optional lot 1: 2 and 4 place de Bretagne: 1 350 000 euros VAT excl. (including mandatory variant)

Estimated deadline:

- Design phase: 5 months (excluding validation by the contracting authority)

- Implementation phase: 18 months (TF) / 10 months (TO1)

The mission entrusted to the project manager is a mission for the rehabilitation of buildings in accordance with Articles L2412-1 and R2431-5 and following of the Public Procurement Code with VISA and partial EXE covering only thermal studies. It includes the following additional missions:

- DPGF (concerning the preparation of Global and Lump Sum Price Breakups).

- DIA (Diagnostic)

The team (single candidate or group) will be composed of an architect registered with the French Order of Architects (or equivalent), who must be the mandatory leader of the group, and individuals or design offices with expertise in structural, thermal, and construction economics. The criteria used to select the applications are weighted as follows:

- 1 Competences and means (human and material resources, CV of each participant in the project...) 30%

- 2 References (similar projects, of equivalent complexity, suitability for the programme, assessment of the architectural quality of the references completed) 55%

- 3 Financial capacity (consideration of the group's turnover) 15%

The buyer has decided to limit the number of candidates who will be invited to participate in the offer phase. The minimum number of candidates it plans to invite is 3, and the maximum is 3. This project is part of the Nouveau Programme de Renouvellement Urbain (NPNRU) and the Projet d'Intérêt Régional (PrIR).
