The subject of the contract to be awarded consists of the supply and provision of services for the development and implementation of an "INTEGRATED OPERATIONAL MONITORING IT SYSTEM" that can ensure the long-term sustainability of the company in terms of staff availability and mobility, from the perspective of ensuring logistic support and implicitly in terms of costs, during the agreed period and in accordance with the obligations assumed by contract, with the following main components: 1. The GIS component, which will allow the management and analysis of spatial data relating to the entire water production infrastructure and water networks (intakes, feeders, transport networks, etc.) 2. The SCADA component - modernization and improvement of the system 3. The integrated IT system and digitalisation component of the intelligent measurement component, consisting of a number of new flow meters equipped with an IoT communication module, which will create a unitary system for monitoring water networks b The digital platform component for collecting data from flow meters and managing information from flow meters (MDC – Meter Data Collection) C The digital platform component for storing and analysing data from flow meters, as well as for the general management of the flow meter park (MDM – Meter Data Management) The general objective of the project is to optimise the operation and monitoring of the infrastructure, to detect losses or defects in the topology or execution of the networks through: the installation of an efficient metering and monitoring system; the implementation of an integrated IT system for infrastructure and water loss management, which offers specific solutions for water supply and distribution management; a system that integrates existing systems and ensures the foundation for further developments, creating the foundation for the smart water network. The achievement of this objective will ensure the efficiency and sustainability of investments in the water sector and will allow the acceleration of decisions for improving service quality, maintaining the main parameters (pressure, flow, quality) at a high level, but also customer satisfaction in terms of operability. The IT system proposed for acquisition will be a completely new platform, common for user groups and target activities, with a database core and operating systems compatible with the existing SCADA system, for integration and interoperability. It will be a unitary construction, but with user rights structured in distinct, personalized modules. These modules are distinct, personalized software applications, for user groups, which allow both the editing of field data, as well as the addition of files such as images, pdfs or videos to the database/common storage system, and user access to all technical, telemetry, SCADA and geospatial (GIS) information. The software modules will be of the web type with GPRS-GSM data transmission, but will allow the editing and access to all GIS project data or without map components and in the absence of GSM signal, in deficient zones with automatic or semi-automatic subsequent synchronization. The applications will be secured for each device by password and username and will be able to function on the implemented project locally and offline on the installed module, as well as via WEB/online. Economic operators may request clarifications or additional information regarding the award documentation 19 days before the deadline for submission of tenders. The contracting entity will respond clearly and completely to all requests for clarifications/additional information regarding the award documentation, on the 11th day before the deadline for submission of tenders.
