Implementation of the leasing, maintenance, and hygiene service for protective equipment is necessary to ensure a standardized, sustainable, and compliant operational process with the hygiene and safety requirements applicable to the field of activity. The procurement of this service represents an appropriate solution, given the limitations and disadvantages generated by the current model based on the direct purchase of items. The service allows for the complete outsourcing of hygiene, maintenance, repair, and replacement processes, significantly reducing the administrative burden and eliminating the costs associated with internal management. The supplier ensures advanced digital traceability (RFID / barcodes), regular exchanges, buffer stock, controlled distribution, and permanent compliance with SSM standards. Furthermore, the service contributes to the reduction of resource consumption and alignment with the company's sustainability objectives. The procurement of this service offers the opportunity to optimize operational flows, reduce risks, and ensure a constant professional image of the personnel. The contractor must provide a complete, integrated service that includes the following main components:

• Leasing of protective equipment – making available to employees protective clothing items according to the technical specifications in the Terms of Reference, with nominal personalization (logo, RFID/barcode labeling), individual trial sessions to determine the correct sizes, and property transfer at the end of the contract;

• Hygiene and maintenance – full industrial flow: collection of soiled items from all beneficiary locations, sorting, washing with disinfection according to professional standards, controlled drying, ironing/pressing, finishing, quality inspection, packaging, sorting into carriers, and delivery in nominal bags. Clean and soiled areas must be managed separately;

• Repairs and replacements – detection of non-conforming items (broken, worn, damaged), repairs without additional costs, replacement of items with normal wear in 1-2 rotation cycles;

• Installation of lockers and bags – supply, delivery, and installation of items necessary for the provision of the service, including individual nominal bags with a secure locking system and a collective locker for soiled items, physically separate from the clean area;

• Digital software platform – traceability system with real-time visibility: status of each item (clean/dirty/in process), number of washing cycles, repair and replacement history, user allocations, monthly reports, CSV/XLSX export, minimum availability 99%;

• User training – mandatory initial session for all employees.

Estimated quantities of the framework agreement/subsequent contract: According to Annex 11, document attached to the present documentation. The frequency of subsequent contracts to be awarded is 1/year. The estimated value of the largest subsequent contract is: 13,789,001.63 lei, excluding VAT. The contact entity will respond clearly to all requests for clarifications or additional information by the 11th day, before the deadline set for the submission of participation requests, in accordance with art. 172 al. (2) and 173 al. (1) of Law 99/2016, as amended. Number of days until which clarifications can be requested before the deadline for submission of participation requests/offer: 20 days. The entity will respond only to clarification requests addressed by economic operators until the deadline set, in accordance with art. 29 al. (3) of HG 394/2016.
