The Open-House procedure is a non-exclusive admission procedure for a framework agreement, which is open to all interested undertakings during the contract period and in which the contracting authority itself does not make a selection between the offers. It is not subject to procurement law. Interested undertakings can join the contract system throughout the entire period, without any form of offer evaluation taking place. The qualitative requirements for the supplies and services as well as the remuneration are determined and made known in advance. The contract contents, conditions and access procedures are not negotiable.
