The procedure will be conducted as a single-stage, non-open design competition with an ideas component. A maximum of 15 participants is sought. The competition will be based on the RPW 2013 in the version published by the BMVBS (as of 31.01.2013) with the introductory decree of the State of Hessen, published on 07.04.2014 in the State Gazette 15/2014, p. 327. The application and recognition of the RPW 2013 is binding for the client, participants, and all other parties involved, unless this invitation to tender explicitly deviates from it. The client, participants, and all parties involved in the procedure acknowledge the content of this invitation to tender. The competition committee of the Architects' and Urban Planners' Chamber of Hessen has been involved in an advisory capacity in the preparation of this competition. The invitation to tender has been registered there under the number 07/2026 RPW 2013. Following the competition procedure, a VgV negotiation procedure without a participation competition will initially be conducted with the first prize winner. In the event of the failure of these negotiations, a negotiation procedure with all other prize winners will be conducted.
