The district of Blumenthal is one of the most disadvantaged urban areas in Bremen. At its centre stands the listed, but largely unused former town hall for many years. It forms the heart of the Blumenthal regeneration area, designated in 2022 under the BauGB. The accessibility and layout of the building no longer meet the requirements for public use. However, its location, historical significance and townscape-shaping design predestine it for public use. The project "Democratieort neu leben - Rathaus wird Quartiershaus" aims to transform the historic town hall in Blumenthal into a centre for democracy promotion and community life. The overall project consists of two construction phases that follow each other closely in time or are planned in parallel: the conversion of the existing building (historic town hall) (1st construction phase) and the extension by an annex to the south of the existing building (2nd construction phase). The reactivation of the town hall is one of the key measures of the integrated development concept (IEK) approved in 2023: The building significantly shapes the urban space, represents a central interface due to its location and is a "hinge" between the district centre and the developing Kämmerei Quarter on the approximately 40 ha site of the former Bremer Wollkämmerei. The new community house is to be created as an ensemble consisting of the town hall, which is to be revitalised, and an immediately adjacent new building. The annex to be created must be connected to the existing building in a manner that is appropriate for the monument. Despite a comparably large building volume, the extension building must be subordinate to the main building. The planning of the existing building and the extension new building is currently being carried out by a non-open, single-phase, architectural and landscape planning implementation competition with a preceding qualification competition and a subsequent negotiation procedure according to VgV. The award of these services is planned for the end of 2026. The project is being promoted as a measure within the framework of the federal programme "Nationale Projekte des Städtebaus". This programme promotes nationally and internationally visible projects from which clear impulses for the city, the region and urban development policy emanate. They are characterised by a particular quality requirement ("Premium quality") with regard to the urban planning approach, the building cultural aspects and participation processes. The heat supply for the project is planned via a connection to the existing district heating network. The new laying of the sewer pipes within the building and in the outdoor facilities must be carried out as a separate system, regardless of the implementation of the public drainage system as a mixed system, separately for waste and rainwater. Rainwater is to be retained on the property as far as possible and infiltrated by suitable measures such as bowl, trench or shaft infiltration. The use of ventilation systems (RLT systems) is to be dispensed with as far as technically possible. The planned project costs amount to approximately 8.85 million EUR (net) for the cost groups 300 - 500. Of this, approximately 2.76 million EUR (net) is allocated to cost group 400.
