The Bank of Finland (hereinafter "the contracting authority" or "the purchaser") invites applications to participate in accordance with the tender notice and its appendices published in the Hilma notification channel. At this stage, the contracting authority is only awaiting applications for participation and only those bidders selected as tenderers in the selection of participants will be requested to submit a tender by a separate tender invitation. The tender invitation and its appendices are for information purposes only for candidates at this stage. The subject of the procurement is a construction consultant for the Bank of Finland's project in accordance with the "Construction Programme" appendix. Partial tenders are not permitted, as the division of the project's critical project team roles among different actors is not reasonable from the perspective of sharing responsibility or cost-effective due to the potential overlaps in manageability and costs. Alternative or parallel tenders are not permitted.

FRAMEWORK AGREEMENT

A single supplier framework agreement and contract will be established based on the competitive dialogue. The contract will be signed approximately at the end of 2026. The contract period ends on 31.12.2035, or earlier if the Purchaser's projects are completed earlier or terminated earlier. The maximum value of the procurement is 12 million euros (VAT 0%). This is not a purchase commitment, but the maximum value required by the procurement law for the arrangement. The maximum value of the procurement may be changed in accordance with the principles of Section 136 of the Procurement Act.

SECURITY VETTINGS

All persons working on the site and all contact persons will undergo a personal security vetting, for which the persons must give their personal consent. A successfully completed security vetting process is a prerequisite for working on the site, handling confidential information related to the site, and handling confidential documents. The purchaser also has the possibility, at its own discretion, to conduct a company security vetting of the winning company in the tender competition before signing the contract or, if necessary, during the contract period.
