The Helmholtz Centre for Infection Research, based in Braunschweig, conducts cutting-edge research in the field of infectious diseases as a member of the Helmholtz Association. Our scientists develop novel methods and strategies to combat infectious diseases more quickly and effectively. Our common goal is to develop new approaches to the prevention, diagnosis and therapy of infectious diseases. The focus of our research is on bacterial and viral pathogens, their interaction with the human immune system, and new effective substances and vaccines.

Dear Sir/Madam,

Within the framework of a call for tenders in an Open Procedure according to VgV (Award Regulation), including the supplementary documents listed there in electronic form, we kindly request you to submit a binding, cost-free offer (electronically in text form) for:

1. SCOPE OF SERVICES

The implementation of object security at the Helmholtz Centre for Infection Research in Braunschweig according to the attached schedule of services

2. NOTES ON THE SCOPE OF SERVICES

a) Tasks: Object security includes the tasks of the gate, reception, alarm, mail and patrol services, which are described in more detail in the aforementioned schedule of services.

b) Implementation: The work is carried out throughout the year, 7 days a week, 24 hours a day.

c) Further notes: The reaction time in case of staff shortages or in case of short-term staff requirements due to spontaneously occurring hazards must not exceed 30 minutes. The security personnel to be deployed must be instructed on site for the HZI free of charge at least two weeks before the start of the contract. Replacements for the regular security personnel must be trained by the contractor for the HZI free of charge in at least two day and night shifts and must be notified to the contracting entity 24 hours before deployment (with the exception of emergencies). German is the contract and communication language, in addition, active English language skills in speech and writing are required.

3. PLACE OF PERFORMANCE

The place of performance is the Science Campus Braunschweig-Süd, Helmholtz Centre for Infection Research, Inhoffenstraße 7, 38124 Braunschweig

4. EXECUTION OF SERVICES

In accordance with § 4 VOL/B.

5. SITE INSPECTION

The bidder can inform himself about the local conditions before submitting the bid. A site inspection must be arranged with the bidder.

6. CONTRACT PERIOD / ACCEPTANCE OBLIGATION

The service will be awarded with effect from 01.12.2026 for a period of 24 months as a complete service with an option for two further extensions of one year each (max. 4 years in total). An acceptance obligation on the part of the HZI cannot be derived from the information given.

7. INVOICING / PAYMENT

Payment is made monthly in lump sums after the service has been provided against proof of performance (time recording). The contractor issues an X-invoice for the services provided in the previous month and sends it to the HZI by the 10th of the following month. The invoices are due within 30 days net, calculated from the date of receipt of the invoice. The offered price lump sums and hourly rates are valid as fixed prices for the entire contract period. Price changes will only be accepted up to the amount of the collective wage increases or due to changes in the law upon proof.

8. EVIDENCE

The following evidence must be submitted with the offer:

• Self-declarations regarding total turnover and turnover related to object security services for the last three completed financial years of the company.

• References from the last 3 years for services already provided of the required type, stating the address and contact person.

• Personnel list of your company with the number of employees with experience in the guarding of research facilities in the region.

• Self-declaration / explanation of how the bidder can ensure the provision of security personnel instructed at the HZI within 30 minutes in the event of short-term staff shortages or spontaneously occurring hazards.

• Presentation / description of the requested questions regarding the contract-related quality criteria with regard to personnel, company, management, organisation and equipment on the schedule of services / evaluation criteria form.

• Proof of membership in the Federal Association of the Security Industry (BDSW)

• Proof of wage payment according to the valid collective wage agreement for security services in the state of Lower Saxony 2026

• Proof of existing public liability insurance

• Self-declaration insolvency

• Self-declaration anti-corruption

• General purchasing conditions of the HZI

For pre-qualified companies, it is sufficient to state the number under which they are registered in the pre-qualification database for the supply and service sector (PQ VOL). All requested contract-related evidence and declarations that are not deposited there must be submitted with the offer.

9. AWARD CRITERIA

The contract will be awarded to the most economical offer according to the following criteria:

2. Quality 60% with the sub-criteria:

• Personnel 18%

• Company 15%

• Management 3%

• Organisation 18%

• Equipment 6%
