Germany – Architectural, construction, engineering and inspection services – Stadt Springe - Neubau Otto-Hahn-Gymnasium - Projektsteuerungs- und Beratungsleistungen für die Umsetzung im Rahmen eines ÖPP-Inhabermodells

The city of Springe is planning the new construction of the Otto-Hahn-Gymnasium (OHG). As part of the project preparation, a feasibility study including space requirements was carried out in 2019 in the "Phase Null" by the planning office Hausmann Architekten GmbH. Based on this, a feasibility study on the implementation variants (renovation, partial new construction or new construction) was carried out in 2022 by the planning office Mosaik architekten bda. In this context, new construction was identified as the most economical implementation variant. In 2024, a preliminary cost-effectiveness analysis was carried out by PSPC Public Sector Project Consultants GmbH to examine the procurement variants (conventional implementation, general contractor award and PPP model). Based on the results obtained, the implementation of the new construction within the framework of a PPP ownership model was recommended. In this context, the planning, construction and operation for the defined periods are to be transferred to a private contractor. In 2024, the update of the feasibility study was commissioned. In this context, the partial new construction variant (preservation and renovation of essential building parts and a partial replacement building) was compared with the new construction variant (complete demolition and new construction on the area of the former sports field). The council decided on the implementation of a new construction. The investment costs are estimated at approximately 75 million EUR gross. Realisation is to be completed by 2031.
