Description

The public broadcasters are essentially dependent on a high-performance and functional IT infrastructure to fulfill their tasks. This includes standard workplace monitors (hereinafter also referred to as monitors), which are used in various areas such as office communication and other tasks. Existing framework agreements for the procurement of these systems have reached the limit of their maximum term, and the systems used to date are to be replaced by new devices that meet the state of the art. Therefore, a new tender for the procurement of the devices is being conducted. Under the leadership of the Südwestrundfunk (SWR), it is intended to conclude a framework agreement with a contractor for the supply and maintenance of standard workplace monitors through this EU-wide procurement procedure. In addition to the contracting authority (SWR) as the contracting party to this framework agreement, the other public broadcasters listed in Chapter 3.5 (Document Procedure and Contractual Documents) and their subsidiaries and associated companies, provided that the participation of the public broadcasters is at least 50%, are involved as entitled parties:

• Bayerischer Rundfunk (BR)

• ARD ZDF Deutschlandradio Beitragsservice

• Deutsche Welle (DW)

• Deutschlandradio (DR)

• Hessischer Rundfunk (HR) incl. ARD-Sternpunkt and DRA

• Norddeutscher Rundfunk (NDR)

• Radio Bremen (RB) incl. Bremedia Produktion GmbH

• Rundfunk Berlin Brandenburg (RBB) incl. ARD-POC

• Südwestrundfunk (SWR)

• Westdeutscher Rundfunk (WDR)

The contractual contents included in this framework agreement apply to all entitled parties to the same extent. The framework agreement is to be concluded for an initial term of 24 months and two extension options of 12 months each (maximum term 48 months). The extension options will be exercised by the contracting authority as required and will also apply to all entitled parties under this framework agreement. The framework agreement will commence on 16.11.2026. The main services to be tendered through this procurement procedure are:

- Conclusion of a framework agreement for the supply of commercially available workplace monitors in three performance classes,

- Maintenance and warranty services,

- A joint coordination meeting at the contractor's location at the start of the contract.

Optional service:

- Extension of warranty to 60 months.

The following points are important for this project:

- Technical performance features of the standard workplace monitors,

- Continuity and quality in the handling of warranty services,

- Logistical performance.

Only new devices (no refurbished devices) are permitted. The quantities are shown in the procedural and contractual documents, Chapter 6.4 Acceptance Quantities, and in Appendix 12 Performance and Price Sheet; the quantities relate to the total term of the framework agreement of 4 years:
