The procurement department of Turun kaupungin konsernihallinnon invites applications to participate in a competitive negotiated procedure for the project management consultancy services for the Vanhan suurtorin -block (also known as the Elephanten-block) project. The task of project management for this exceptionally demanding procurement is to practically lead and organise the entire project, with the support of the project manager for temporary services. The target of the procurement and the content and requirements of the service are described at a preliminary level in this call for participation and will be specified in the negotiations. It is intended to conclude a contract with a single supplier for the time being. The procurement procedure is two-stage. Based on this call for participation, 4 candidates will be selected for the second stage, i.e. the negotiation stage. In the negotiations, the requirements of the service and the criteria for comparing tenders will be specified. In the second stage, the actual call for tenders will be issued. The selection criteria for the call for tenders stage is the most economically advantageous price, where the quality weighting is 70%. In the negotiations, it is intended to specify the qualitative comparison criteria and the method of comparing prices. Candidates invited to the negotiations may, if the Purchaser so wishes, be sent advance tasks related to the preliminary content of the negotiations. The negotiations will be of the same content for all invitees and will be conducted confidentially. Content of the negotiations: The purpose of the negotiation stage is to produce the actual call for tenders. In the negotiations, the description of the service in the appendix to the call for participation will be specified. The task described will be specified and, if necessary, expanded or restricted as a result of the negotiations. Some of the tasks described may also change to options in the final call for tenders. In the negotiations, it is intended to specify the criteria for comparing tenders, both qualitative and quantitative, and the method of requesting and comparing prices. The planned quality weighting will be 70% in the comparison. Possible qualitative criteria include, for example, the project plan required from the tenderers as part of the tender and the interview(s) with the proposed expert team.
