Description

The City of Völklingen (hereinafter: "Granting Authority") aims to provide comprehensive, high-performance access to Gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, a concession contract is to be concluded with a telecommunications company for the construction and operation of Gigabit networks as well as the provision of end-user services in the areas specified in more detail below. For this purpose, the Granting Authority has submitted an application for funding under the Federal Government's funding programme "Promotion of the expansion of telecommunications networks in the Federal Republic of Germany to the gigabit level - Gigabit Guideline 2.0" and has been granted provisional funding. The Granting Authority has also applied for co-financing of the federal funding under the "Guideline on the co-financing of the federal gigabit funding in Saarland" (Gigabit Co-financing Guideline Saarland). The funding is to be provided by an investment grant in the amount of the so-called economic viability gap, i.e. in the amount of the difference between the present value of all revenues and the present value of the costs for the construction and operation of the network.
