Finland – Health and social work services – KUNTOUTUSTUKEA SAAVAN NUOREN AMMATILLINEN VALMENNUS, Etelä-Suomi
Description
The subject of the procurement is the rehabilitation service for Kelan's personal customers, vocational training for young people receiving rehabilitation allowance, and its development. This call for tender concerns the service to be tendered in the Southern Finland region. The service to be procured is part of the rehabilitation development project for those receiving rehabilitation allowance, which will be implemented in the years 2025-2028. The project will create a new individual vocational rehabilitation service for customers who receive rehabilitation allowance only from Kelan. The target group for the vocational training of young people receiving rehabilitation allowance is a customer aged 18-29, whose illness or disability has caused or is expected to cause a significant deterioration in the customer's ability to work or study and earning opportunities in the near future according to Section 6 of Kelan's rehabilitation law (Law 566/2005 on rehabilitation benefits and rehabilitation allowance benefits of the Social Insurance Institution). The customer has been granted rehabilitation allowance paid by Kelan, which the customer has received for less than 2 years. The customer's ability to work and function is expected to recover with appropriate treatment and/or rehabilitation. The aim of the training is to activate the customer to move from rehabilitation allowance to studies, working life or other rehabilitation services. Vocational training for young people receiving rehabilitation allowance is implemented as individual rehabilitation. The training is carried out by a coach and includes both face-to-face rehabilitation and remote rehabilitation. The service includes meetings, some of which can be implemented as video calls, in addition the service includes online rehabilitation and network work. The service is implemented according to the following service description (in force from 1 April 2027 onwards): - Vocational training for young people receiving rehabilitation allowance, a combination of face-to-face and remote rehabilitation. Kelan's rehabilitation service description and its appendices (1-4) define the content of the rehabilitation arranged by Kelan and its quality requirements. The service description and its appendices are applied simultaneously in the implementation of the rehabilitation arranged by Kelan. The service description is, however, always primary with respect to the appendices. The service provider must follow the guidelines published by Kelan on its website under Partners / Rehabilitation Services / Instructions for service providers, which are binding as part of the implementation of the service. The aforementioned service description and its appendices are referred to hereinafter in this call for tender as the "rehabilitation service description". The tenderer commits to following the rehabilitation service description for the entire contract period. The procurement is carried out regionally, also taking into account geographical coverage to ensure regional service needs. The Southern Finland region is divided into two smaller regions A and B. The selection of service providers for vocational training for young people receiving rehabilitation allowance procured for the Southern Finland region and the estimated number of customers is described in Appendix 3 of the call for tender Arrangement of services. The areas used in the procurement are described in Appendix 4 of the call for tender Map and municipalities. By submitting a tender to this tendering procedure, the tenderer commits to implementing the service in accordance with Kelan's rehabilitation service description for customers in the Southern Finland region (A or B) for which the tenderer has been selected as the service provider. The development is carried out as joint development by the service providers of vocational training for young people receiving rehabilitation allowance, which is guided and coordinated by Kelan's experts. The development and the reporting related to it are carried out during the period 1 April 2027–31 October 2028. The progress of the development and the price to be paid by Kelan for the development, determined in accordance with the contract, are described in Appendix 6 of the call for tender Development description / Vocational training for young people receiving rehabilitation allowance. The rehabilitation of Kelan's customers is implemented in its entirety during the period 1 April 2027–31 October 2028. The tenderer may submit only one tender to this tendering procedure relating to the subject of this call for tender (see Section Other information / Area to be tendered, number of customers to be tendered and parallel tender in the call for tender).
