Denmark – Exhibition, fair and congress organisation services – Udbud af drift af Øksnehallen for Kultur-, Fritids- og Borgerserviceforvaltningen

With the present procurement, the Contracting Authority wishes to receive tenders for a concession agreement for the operation of Øksnehallen and other buildings located in Kødbyen, Copenhagen (”the Agreement”). The Agreement entails that the Concessionaire obtains the right and obligation to operate Øksnehallen and other buildings as a combination of commercial and cultural events in accordance with the profile adopted by the Culture, Leisure and Citizens' Services Committee. The Concessionaire does not receive remuneration from the Contracting Authority; the remuneration consists solely of the payment that the Concessionaire charges users. The Concessionaire pays a concession fee to the Contracting Authority for the right to use the premises.

The buildings subject to procurement include, according to Annex 1 with sub-annexes:

Halmtorvet 11A (Øksnehallen, building 41)

Halmtorvet 9F (building 42)

Staldgade 16 (building 22)

Staldgade 12/Slagtehusgade 11 (building 34)

Halmtorvet 11G (building 38)

Regarding Staldgade 16, it is noted that Fotografisk Center currently uses Staldgade 16. Staldgade 16 is made available to Fotografisk Center rent-free by the current tenant. Fotografisk Center has indicated that they are very interested in continuing at the address. The agreement between Fotografisk Center and the current tenant expires when the agreement with DGI-byen expires at the end of June 2027.

The Concessionaire must hold the specified number of Culture Days, Event Days and Event Days with cultural content during the Agreement Period, according to the Agreement.

Note that a site visit will be held on 24 September 2026 from 9:00-13:00, and the deadline for registration is 22 September 2026. The Contracting Authority's requirements for contract terms are set out in the concession agreement (Annex A), while the requirements for the service are described in the technical specification (Annex 1 with sub-annexes).
