Germany – Sports facilities operation services – Freibad Schrobenhausen - Betriebsführungsleistungen 2027

The City of Schrobenhausen is the owner of the Schrobenhausen outdoor pool, Thaddäus-Siber-Straße 3, 86529 Schrobenhausen. The City of Schrobenhausen intends, within the framework of this procurement procedure, to award the operation of the pool for the 2027 season (15 May 2027 to 15 September 2027) with a one-time extension option for the 2028 season (15 May 2028 to 15 September 2028) to a contractor. In addition, the City may optionally commission opening and/or winterisation services. The division into a fixed season (2027 season) and an extension option (2028 season) results from the fact that the contracting authority intends to increase its own staff in the long term and operate the pool without externally procured operational management services. It is currently not possible to predict exactly when this will be possible. The City of Schrobenhausen has its own staff. They are bound by the public sector collective agreement TVöD and are to be made available to the contractor during the period from 15 May to 15 September 2027 (i.e. regularly 124 operating days) (staffing). The following are expected: • 1 lifeguard full-time • 2 lifeguards full-time The deployment hours as well as the City of Schrobenhausen's own staff are to be integrated into the outdoor pool operation by the contractor (this would be 300 hours with the above-mentioned staffing). In this context, a temporary employment contract must be concluded between the City of Schrobenhausen and the contractor. In addition, the contractor must integrate third parties (members of the water rescue service, marginally employed persons) into the outdoor pool operation. The operation of the swimming pool cash desk and cleaning services are provided by municipal staff and service providers and are not the subject of the procurement procedure. The kiosk operation is also not the subject of the procurement procedure.
