Negotiated procedure with prior call for competition / competitive with negotiation

The CEA centre in Gramat carries out experiments to characterise the operation of pyrotechnic structures that may generate metal fragments. The CEA wishes to entrust the services of clearance via a single award framework agreement with purchase orders and subsequent contracts according to the following breakdown:

Item 1 – Organisation and follow-up of the service (lump sum);

Item 2 – Spatial clearances on various media such as cardboard blocks, Styrodur foam, gelatin blocks, etc. (with possible reconditioning of blocks) (purchase orders); An important result is the recording of the spatial distribution of these fragments as well as their individual mass. This objective is achieved by setting up fragment interceptors in an arena, in which the fragments will be recovered. The objective of the requested service is the clearance of fragment interceptors. At the end of an experiment, each fragment interceptor block is dismantled, then transported and stored horizontally in a room at the CEA centre in Gramat for analysis. These handling operations are out of scope of the present framework agreement. The clearance of each block, the responsibility of the Contractor, is carried out manually and consists of several repetitive operations, described in the operating mode indicated in the specification which will be provided to only those candidates admitted to tender, in the offer phase.

Item 3 – Non-spatial clearances with an activity sometimes comprising the recovery of fragments in sand, water, Styrodur foam and each time, weighing and counting of the fragments provided or collected (purchase orders);

Item 4 – Clearances on quotation (subsequent contracts).

Duration of 48 months (2 years firm + 2 optional years). The value of the framework agreement is capped at 600 000 € VAT excl.
