Romania – Medical equipments – Acord/acorduri cadru, secret de serviciu, de furnizare echipamente medicale

Framework agreement(s) for the supply of medical equipment, classified as secret service, from the category of equipment specified in Article 29(2)(d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, as described in the Statement of Work, divided into lots, as follows: - Lot 1 - Medical equipment from the category of equipment specified in Article 29(2)(d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, according to the Statement of Work, - Lot 2 - Medical equipment from the category of equipment specified in Article 29(2)(d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, according to the Statement of Work, - Lot 3 - Medical equipment from the category of equipment specified in Article 29(2)(d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, according to the Statement of Work, - Lot 4 - Medical equipment from the category of equipment specified in Article 29(2)(d) of the Methodological Norms for the application of Law No. 477/2003, approved by Government Decision No. 370/2004, according to the Statement of Work. Information regarding the technical specifications of medical equipment from the category of equipment specified in Article 29(2)(d) of the Methodological Norms for the application of Law No. 477/2003 regarding the preparation of the national economy and territory for defence, approved by Government Decision No. 370/2004, is presented in the Statement of Work, a document classified as secret service, which will only be made available to economic operators whose security status is confirmed in accordance with the INSTRUCTIONS FOR BIDDERS, which can be found in the file “INSTRUCTIUNI PENTRU OFERTANTI”. After the publication of the invitation to participate, economic operators may submit requests for clarification on the award documentation. Responses to requests for clarification are made in accordance with Articles 69-70 of Government Emergency Ordinance No. 114/2011. The deadline by which clarifications or information requests related to the award documentation can be made: 6 (six) days before the deadline set for the submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification from economic operators/information requests with at least 3 (three) days before the deadline set for the submission of tenders. Any request for clarification received after the expiry of the set deadline will not be considered. Means of communication with the contracting authority during the awarding/execution of the contract: a) for unclassified information: by post, own delegate or e-mail; b) for classified information: • with Romanian economic operators: through the system for the collection, transport, distribution and protection on the territory of Romania of classified correspondence or own courier teams, in accordance with the provisions of Government Decision No. 1349/2002 regarding the collection, transport, distribution and protection, on the territory of Romania, of classified correspondence, with subsequent amendments and additions; • with foreign economic operators: through the channels established in accordance with the provisions of each/every agreement/understanding at government or departmental level regarding the reciprocal protection of classified information (including military/defence) signed and ratified/approved by Romania with the country in which the respective economic operator is registered.
