Keski-Pohjanmaan hyvinvointialue (hereinafter also the "purchaser", "procuring entity" or "Soite") invites candidates to submit a participation application in accordance with the procurement notice published in the Hilma notification channel. The subject of the procurement is a digital communication platform solution. The procurement includes the technical specification and implementation of the solution, commissioning, and the development of operational support and maintenance services, as well as expert consultancy work. The technical solution sought is a SaaS (Software as a Service) ready-made software service used in a cloud environment, which is tailored to the purchaser's processes and integrated to operate together with the purchaser's technical environment via the necessary interfaces. The subject of the procurement is described in the preliminary tender draft and its attachments. The absolute (mandatory) requirements or the grounds for the overall economic advantage of the tender, as described in the documents relating to the procurement, will not be negotiated during the procurement process and their content will not be changed, but they may be clarified. Otherwise, the preliminary tender draft and its attachments are the procuring entity's preliminary views and documents, which will be changed and clarified during the procurement process. A maximum budget may be set in the final tender, which the final tenders received may not exceed. The preliminary timetable for the procurement is in the attached preliminary negotiation invitation draft. The purpose of the procurement is to select one (1) fully responsible supplier with whom the procuring entity will enter into a framework agreement. The selected supplier may also be a group formed by the candidates. The framework agreement will be signed approximately at the end of 2026 and will be in force for 8 years. The maximum value of the framework agreement is 12 million euros. This is not a purchase commitment, but procurements will be carried out in accordance with the needs and budget of the procuring entity. At this stage, the purchaser expects only participation applications and only from suppliers selected as tenderers in the selection phase will a preliminary tender be requested with a separate tender request.
