The Municipality of Vaxholm needs to enter into a framework agreement with a supplier for the provision of a comprehensive solution for an independent whistleblowing service for activities within the Municipality of Vaxholm. The whistleblowing service shall include a purposeful and accessible reporting channel aimed at enabling employees and others in an employment-related context with the municipality to report serious misconduct in any activity where there is a public interest in bringing it to light. The service shall further include initial assessment of whether incoming cases qualify as whistleblowing cases, recommendation for in-depth investigation and, if applicable, the conduct of in-depth investigations. The municipality intends to enter into an agreement with a supplier for the provision of a comprehensive service regarding system, assessment and investigation. The municipality will accept the economically most advantageous tender according to the evaluation criterion of best price. The ceiling volume for the framework agreement including all options is 4 000 000 SEK. The estimated contract start date is 2027-01-01.
