Description

The revision of the land-use plan (FNP) is a mandatory task for municipalities according to § 1 Abs. 3 BauGB. On 28.11.2024, the city council of the Hanseatic City of Havelberg decided to draw up a comprehensive land-use plan for the area of the municipality of the Hanseatic City of Havelberg. The planning area of the land-use plan covers a total size of 14,916 hectares. Within this planning area, among other things, the depiction of special areas for wind energy use (approx. 759 ha) and open-space photovoltaic systems (approx. 89 ha) as potential suitable areas is planned. To award the necessary planning services for the preparation of the land-use plan of the municipality of the Hanseatic City of Havelberg with a planning area of a total of 14,916 hectares, this European-wide VgV procedure is being carried out. The Hanseatic City of Havelberg in its current extent was created by the incorporation of the formerly independent municipalities of Jederitz, Nitzow, Vehlgast-Kümmernitz on 01.01.2002 and Garz, Kuhlhausen and Warnau on 01.01.2005. In the municipality, 6,424 inhabitants live (as of 30.11.2025), so the planning area is very sparsely populated with 43.4 inhabitants per km². Currently, 2 land-use plans are in effect in the area: - Land-use plan of the city of Havelberg (1993) - Land-use plan of the locality of Nitzow (1991) The effective land-use plans are over 30 years old and do not yet take into account a uniform planning concept covering the entire municipality. In addition, some of the planning objectives contained therein are no longer implementable due to demographic change. The preparation of a land-use plan for the entire municipality is therefore urgently necessary from an urban planning point of view. In addition to adapting to the changed urban area structures, demographic change and climate protection, ensuring a demand-oriented provision of development areas for housing, commerce and industry as well as taking into account the aspects of promoting renewable energies is a central concern. The Integrated Urban Development Concept (ISEK) 2035 of the Hanseatic City of Havelberg, updated in 2021, includes, among other things, strategic guidelines and recommendations for this purpose.
