Czechia – Snow-clearing services – Zajištění zimní údržby komunikací v Harrachově v období 11/2026 až 03/2031

The subject of the contract is the performance of winter maintenance of the roads of the city of Harrachov (hereinafter ZÚK), ensuring the operation of the winter maintenance dispatch center and carrying out other activities related to the winter maintenance of roads, all in accordance with the Winter Road Maintenance Plan of the City of Harrachov for the period from 1 November 2026 to 31 March 2031 (hereinafter PZÚK) and in accordance with these tender conditions and in accordance with the Winter Maintenance Plan, which is prepared in the form of Ordinance No. 3/2021, which is Annex No. 2 of these ZP. Winter road maintenance involves ensuring the passability and drivability of roads during the winter period in accordance with Act No. 13/1997 Coll., on land transport, in its current version and related legal regulations and decrees and ordinances of the city of Harrachov, and that is in the administrative territory of the city of Harrachov, which includes the cadastral area: Harrachov. Detailed definition of the subject of the public contract WINTER MAINTENANCE: The task and goal of winter maintenance is to mitigate the faults caused by winter weather conditions and their consequences for drivability and passability on local roads including their parts, pedestrian roads and public spaces in the territory of the city of Harrachov. Part of the winter maintenance is also the removal of snowdrifts and snow barriers in places where it is necessary to ensure enough space before further maintenance, balancing snow from intersections and other places so that safe drivability and passability of local roads is ensured. WINTER MAINTENANCE DISPATCH: The winter maintenance dispatch center (hereinafter also ZÚK) organizes the performance of ZÚK according to the approved PZÚK with regard to the current state of drivability and passability of local roads and the current development of the weather, according to the current state of drivability and passability of local roads, organizes and coordinates the deployment of all the technology intended for the performance of ZÚK (ensured by the supplier and the city), carries out the control of the current state of drivability and passability of local roads, monitors the current development of the weather and information provided by the hydrometeorological institute about the current forecast, state and development of the weather, keeps a winter road maintenance log, ensures a permanent service responsible for the performance of winter maintenance, ensures a telephone-accessible dispatch service for winter maintenance from 6 AM to 10 PM, ensures control over the movement of technology intended for winter maintenance by means of online GPS tracking, closely cooperates with the authorities of the city of Harrachov, the Police of the Czech Republic and other subjects, participates in the investigation of accidents, in which there is a suspicion that they arose as a result of faults in drivability and passability. ENSURING AND STORING GRITTING MATERIAL: The supplier is obliged to ensure the pre-supply of gritting material intended for ZÚK. This gritting material must be stored in the cadastral area of the city of Harrachov or in its very close vicinity and in accordance with the current legislation. The minimum amount of gritting material is 250 t (200 t inert and 50 t chemical) before the start of each winter season. OTHER ACTIVITIES RELATED TO WINTER MAINTENANCE: Carrying out other activities related to the winter maintenance of roads. This includes the installation of orientation snow poles before winter road maintenance and their dismantling after the end of winter road maintenance, further cleaning of plots of land contaminated during the performance of winter road maintenance and restoring plots of land damaged during the performance of winter road maintenance to their original state.
