France – Building-cleaning services – Prestations de nettoyage des locaux pour les besoins de la Ville de Lille, ses communes associées de Lomme et Hellemmes ainsi que les CCAS de Lille, Lomme et Hellemmes.

This framework agreement concerns cleaning services for the needs of the City of Lille, its associated municipalities of Lomme and Hellemmes, as well as the CCAS of Lille, Lomme and Hellemmes. It is a mixed framework agreement, partly executed by the issuance of purchase orders and partly by the conclusion of subsequent contracts, awarded according to the open procedure for competitive bidding in accordance with Articles R. 2124-1, R. 2124-2 and R. 2161-2 to R. 2161-5 of the Public Procurement Code. This procedure is joint, with the City of Lille acting as the representative of the group. The duration of the framework agreement begins from the date of commencement of the services, which will be defined by a service order. Each framework agreement is concluded for an initial duration of 24 months (renewable once tacitly for the same duration) from the service order prescribing the commencement of the services. The services will be carried out in the places listed in the annex to the CCTP. Prices will be revised under the conditions set out in the CCAP. This framework agreement provides for mandatory insertion hours, the lots concerned and the distribution of hours are indicated in the CCAP. Site visits are possible but not mandatory. This framework agreement is subject to the obligations to take over personnel defined in Article L.1224-1 of the Labour Code.
