Public procurement in accordance with the Public Procurement Act, Section III, for a broad and composite target group of adult citizens within the Employment Area. The contract has been divided into 2 (two) framework agreements. The overall objective of all the processes is to develop the individual citizen's employability to the greatest extent possible. For some citizens, there will be a need for a short-term, targeted effort that supports the citizen towards/back to employment, while for others there will be a need for a longer-term and more intensive process. All processes have in common that they must work with business-oriented efforts. Framework Agreement 1 includes the following processes:

A Mastery Process – group process

B Job Search Process – group process

C Internship Establishment/Job Placement – individual process

D Internship Establishment/Whole-oriented Effort – individual process

Framework Agreement 2 includes the following processes:
