Romania – Medical equipments – Dotarea cu aparatură medicală pentru tratamentul chirurgical al patologiei ortopedice și managementul durerii perioperatorii în cadrul Spitalului Clinic Județean de Urgență Cluj-Napoca

The subject matter of the framework agreement is the procurement of medical equipment, instruments and accessories necessary for the equipment of the County Emergency Clinical Hospital of Cluj-Napoca for the surgical treatment of orthopedic pathology and the management of perioperative pain. The equipment aims to support primary and revision joint replacement interventions, including robotic assistance and surgical navigation, arthroscopic procedures and interventions on bony structures, as well as associated activities of intraoperative imaging, haemostasis control, pain intervention treatment and processing of reusable instruments. The requested products contribute to the successive and correlated stages of the same therapeutic pathway: preoperative planning, patient positioning, surgical manoeuvre assistance and performance, intraoperative verification and pain management. For the patient with orthopedic pathology, the treatment objective involves correlating anatomical reconstruction with functional restoration and pain improvement. The preparation and performance of the intervention must consider the alignment of segments, joint particularities, stability and possibilities of subsequent mobilisation. The requested equipment supports different components of this objective, and the organisation of supply aims for their availability in the configurations necessary for the procedures actually carried out. The requested products, minimum and maximum quantities of the framework agreement and of the subsequent contracts are found in the Technical Specifications at section 3.1. The minimum technical specifications are found in Annex No. 1 to the Technical Specifications, and the associated services are provided in the Technical Specifications at section 3.7. Requirements regarding warranty, delivery and ancillary operations. The contracting authority will respond to requests for clarification on the 11th day before the deadline for submission of tenders. The deadline by which clarification requests can be made by interested economic operators for access to the award procedure: up to the 18th day before the deadline for the receipt of tenders (Pursuant to Article 160 paragraph 2 and Article 161 of Law 98/2016). The maximum estimated value for each subsequent contract is 43,900,910 lei.
