Hungary – Urban planning services – II. kerületi településterv készítése (2026-2027)

The preparation of a new master plan (settlement development and settlement planning) based on a business contract for the II. District Municipality of Budapest. With reference to the Act C of 2023 on Architecture in Hungary – valid at the time of initiation of this procurement procedure - Sections (3)-(6) of Article 229, the obligation of the Invitation to Tender is to put into force the new settlement development plan and settlement planning by 1 July 2027 at the latest, or in case of a change in legislation, by the deadline stipulated in Act C of 2023, but by 1 July 2028 at the latest. The winning bidder is required to prepare the new master plan of the district and the related documents (background study, supporting proposal (including the municipal environmental assessment), heritage impact study, district development plan, district planning scheme) according to the schedule set out in the contract draft, in accordance with Government Decree 419/2021. (VII. 15.) on the content of settlement plans, their preparation and approval procedure, and certain specific legal institutions of settlement planning, Government Decree 449/2025. (XII. 29.) on the rules related to monument protection, Government Decree 68/2018. (IV. 9.) on the rules related to the protection of cultural heritage, Act C of 2023 on Architecture in Hungary, and Government Decree 280/2024. (IX. 30.) on the basic regulations of settlement planning and building requirements. The winning bidder is also required to hand over the completed documents in the number of copies specified in the technical description to the Invitation to Tender via the E-TÉR surface, participate in the review process, implement the necessary modifications as a result, ensure continuous data provision and monitor legal changes, and participate in designer cooperations and consultations. The Invitation to Tender draws the attention of interested economic operators to the fact that the preparation of the settlement image handbook (TAK) and the modification of the valid TAK are not the subject of the tasks to be performed as a result of the planned procurement procedure. The total administrative area of the planning area affecting the II. District is: 36.82 km2, the total population: 83 797 (as of 1 January 2025). Therefore, the Invitation to Tender does not require the winning bidder to enter into or extend an existing liability insurance.
