France – Feasibility study, advisory service, analysis – Élaboration de projets de territoires et d'études urbaines sur le territoire de la Métropole de Lyon 2027-31

This contract concerns urban studies services and decision-making assistance to stabilise the overall framework for development in sectors often involving multiple project owners and local stakeholders, interwoven themes, issues, and public policies, as well as complex timelines. The objective of the framework agreement is to enable the awarding of different types of urban studies to the contractors: reference schemes or urban framework studies on strategic sites or drivers of urban development and redevelopment dynamics. The various studies will require expertise in urban planning, architecture, and landscape to support certain analyses. They may also require, on a more ad-hoc basis, expertise in pre-operational programming and consultation. These missions can take place across the entire metropolitan area, including in the Politique de la Ville neighbourhoods. This is a multi-provider framework agreement.
