The subject of this framework agreement is to carry out feasibility studies on the development of new Bus Operational Centres (COB). The services carried out under this framework agreement aim to enable Île-de-France Mobilités to quickly assess the opportunity to acquire land for the construction of a new bus centre. The expected services are feasibility studies on sites identified by Île-de-France Mobilités or local authorities. The following aspects should be studied: the feasibility of locating the COB in relation to the site's characteristics, its environment and regulatory constraints (comprehensive diagnosis of the site and its environment (physical, human, natural, landscape, regulatory constraints, etc.) to identify all the advantages and disadvantages of building a COB), the sizing, organisation and integration of the COB (exploitation/maintenance/administration functions; parking capacity; refuelling equipment; maintenance equipment; green spaces; etc.). To identify the best land opportunities, it may be requested, under the same purchase order, to study several sites simultaneously on a single network. These may be complementary sites (in case of need for several depots on the same network) or sites to be compared in order to select the best option for the COB. In the latter case, a comparative analysis of the various sites studied is requested to enable Île-de-France Mobilités to decide on the site to be retained.
