The subject of the negotiated procedure with a competitive dialogue is the migration of the entire GIS landscape of the city of Kaufbeuren (software and data) to the new ESRI technology based on ArcGIS Pro / ArcGIS Enterprise etc. by implementing a new overall system - by replacing the existing components based on ArcGIS 10.8.1, ArcGIS Server etc. The city of Kaufbeuren is an independent city, meaning the functions of the city administration cover the remit of a district office, combined with the tasks of a municipality. These tasks are partially performed side by side in the individual departments. For this reason, the administrative processes to be mapped in the GIS are more complex than those of a "simple" municipality. Area of the city: approx. 40 sq km; inhabitants: approx. 48,000. The city of Kaufbeuren has been operating its GIS since 2004 as a strategically integrated, central system based on ESRI technology. It is integrated into the city-wide IT landscape as a central starting platform for all GIS-relevant applications. The processing (data capture, information, evaluation and analysis) is carried out from approx. 40 editing workstations (desktop + WebGIS). Information is provided at around 600 WebGIS information workstations. In addition, there are various specialist procedures from third-party providers, which are connected to the GIS via interfaces.
