France – Microwave equipment – Développement et Fourniture d’un amplificateur de puissance pulsée à état solide dans la bande S [2,7-3,4] GHz de 80kW

In the context of electromagnetic aggression tests, the DGA TA centre is required to carry out magnetic field characterizations of high power using amplifiers. The scope of the contract therefore includes the development and supply of a solid-state pulsed power amplifier in the S band [2.7-3.4] GHz of 80 kW, its installation, factory acceptance, commissioning and commissioning support. It also includes the supply of the necessary accessories for its proper use, namely the connectivity and associated documentation.

It is specified that the deadline for the submission of tenders is set for 01/06/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format.

This is a defence or security contract. It is an ordinary contract, subject to the formalised procedure with negotiation, in accordance with the provisions of articles L2324-1, L2324-3, R2324-1, R2324-3 and R2361-8 to 12 of the public procurement code.

Candidates must specify whether they are applying alone or as a group. Candidates are not allowed to submit multiple offers, acting both as individual candidates and as members of one or more groups or as members of several groups. The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial tenders if all the members of the new group, presented at the tender stage, have been authorised at the application stage to submit a tender or to participate, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. In addition, the provisions of articles R2142-23 and R2342-14 of the public procurement code apply.

The provision of all the elements/documents listed in sections 2.1.6, 5.1.9 and 5.1.12 is essential, on pain of rejection of the economic operator's application. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.

In accordance with article R.2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
