France – Hydraulic equipment – Acquisition de matériels hydrauliques et pneumatiques pour les sites de la DGA

To fulfill their missions, the centers of the Directorate of Engineering and Expertise of the DGA carry out in-house work in the hydraulic and pneumatic fields. This work requires the ability to procure various assemblies or subassemblies as well as numerous hydraulic and pneumatic supplies within reasonable timeframes and compatible with the missions of the centers. This is a multi-bidder framework agreement with subsequent contracts for a duration of 7 years (84 months). The maximum number of bidders for the framework agreement is 2. However, the contracting authority reserves the right to award the framework agreement to a single bidder in the event of receiving a single best and final acceptable, regular and appropriate offer. The needs are distributed in the following product categories: ----Industrial Hydraulics ----Industrial Pneumatics ----Piping and Accessories ----Seals ----Accessories and Tools Dedicated to the Families Subject of the Present Contract ----Oils, Greases, Heat Transfer Fluids For reactivity purposes, the execution of subsequent contracts based on purchase orders issued under this framework agreement will require the implementation by the contractors of an electronic catalog with purchase card level 3 ordering. Payment by purchase card will be implemented under the conditions of Article R.2392-13 of the CCP. Support will be provided by the administration for the implementation of the purchase card with the bidders. ----It is specified that the deadline for the submission of tenders is 15/05/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. ----This is a Defence or Security Contract. ----The maximum amount of the framework agreement is 5,000,000 euros excluding taxes for a validity period of 7 years from its notification. ----The amounts indicated in sections 2 and 5 below are excluding taxes. ----Candidates must specify whether they are applying individually or as part of a group. It is prohibited for candidates to submit multiple offers for the framework agreement by acting simultaneously: 1) as individual candidates and as members of one or more groups; 2) as members of several groups. The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial offers if all the members of the new group, presented at the offer stage, have been authorized at the application stage to submit an offer or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. ----Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ----The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, failing which the candidate's application will be rejected. ----Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. ----In accordance with Article R2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
