The Federal Ministry for Housing, Urban Development and Building (BMWSB) shapes central policy areas of high social relevance and public visibility: affordable housing, liveable cities and regions, and a high-quality and sustainable building culture. The sectoral communication must prepare complex technical content, from funding logics to regulatory projects to specific projects, in an understandable and target-group-appropriate manner, both in regular operations and in short-term political events. High demands must be met in terms of technical precision, citizen-friendly language, legally secure usability and coordination capability. For these tasks, the BMWSB relies on cooperation with specialised external service providers who reliably combine strategic consulting and operational implementation. It is intended to conclude framework agreements on the basis of Part 4 (Sections 97 et seq.) of the Act against Restraints of Competition (GWB) and the Award of Contracts Regulation (VgV) by means of negotiated procedure with a competitive dialogue in accordance with Section 14(3) in conjunction with Section 17 VgV for the supply or services for "General Public Relations" (Lot 1) and "Online Communication & Moving Image" (Lot 2). A detailed description of the services to be provided can be found in the respective framework agreements and the associated service descriptions. The chosen procedure and the design of the procedure place a strong focus on innovative solutions. The aim is to draw comprehensively on the knowledge of the bidders and to utilise their full creative potential in order to further develop the public relations work of the BMWSB and to maximise its reach. For this purpose, conceptually content-related concepts are to be developed during the procedure, both with a creative-strategic and innovative focus and with regard to organisation and operational cooperation. Bidders are given a generous freedom to independently design tailored solutions for the needs of the public relations work of a supreme federal authority. In addition, bidders will be given the opportunity in a presentation event to provide a first insight into a future cooperation and, in the spirit of a kick-off event, to present solution concepts for sample tasks from the BMWSB's day-to-day work. As part of the competitive dialogue, bidders are invited to demonstrate their suitability to provide the required services. After the competitive dialogue, the four most suitable companies will be invited to submit an offer, which the contracting authority can then negotiate with them. The contracting authority expressly reserves the right, in accordance with Section 17(11) VgV, to award the contract to the first offer, provided that this approach complies with the procurement law requirements and is appropriate in the individual case. The offers are not merely indicative, but binding. The conclusion of the framework agreements does not establish a claim of the contractor to a specific order volume or the award of a specific number of individual orders.
