The subject of the public procurement is the provision of an electronic records management system (hereinafter also referred to as “eSS”) for the Supreme Audit Office. The subject of the public procurement is: a) delivery, installation and implementation of the electronic records management system (eSS), in particular all necessary software equipment at all levels including the provision of all necessary licenses, ensuring the communication interface (API) for connection with other internal and external information systems of the contracting authority, integration of eSS into the contracting authority's environment, all work related to the realization of optimization of the eSS system, migration and validation of data from the eSS system currently used by the contracting authority, training of eSS users, delivery of complete system documentation in online form incl. current user guides for eSS and preparation of an exit plan according to the tender conditions, the public procurement contract and its annexes; b) provision of eSS maintenance support; c) provision of eSS development and d) preparation of an exit plan and cooperation in its implementation. The subject of the public procurement must be carried out in accordance with the minimum technical conditions (see below) and the requirements of Act No. 264/2025 Sb., on cybersecurity, including the requirements arising from its implementing Decree No. 409/2025 Sb., on security measures of the provider of a regulated service in the regime of higher obligations (Decree on cybersecurity), the offer (of the selected) supplier and other requirements of the contracting authority arising from the negotiations on preliminary offers of suppliers, the public procurement contract [the public procurement contract will be negotiated and drawn up as part of the negotiations on preliminary offers and the conclusion of the negotiations on preliminary offers and will be part of the submission (final) offers]. The contracting authority notes that it is a provider of a regulated service in the regime of higher obligations within the meaning of Act No. 264/2025 Sb., on cybersecurity and Decree No. 409/2025 Sb., on security measures of the provider of a regulated service in the regime of higher obligations (Decree on cybersecurity) and is obliged to comply with the rules set out here.
