Denmark – Software package and information systems – 02.06 Standardsoftware (2026)

SKI hereby offers a dynamic purchasing system for standard software and related services (02.06 Standard Software). The system contains two procurement categories: Category 1 – Simple Solution and Category 2 – Complex Solution. The system can be used to procure the following service areas: 1) Standard Software 2) Support and Maintenance Agreements 3) Installation/Implementation and/or Configuration 4) Training 5) Consultancy. Standard software is defined as software that is pre-fabricated and commercially available. Standard software is also known as COTS (Commercial Off The Shelf). A more detailed definition of the type of software is given in Annex C, where there is also a more detailed description of the 5 service areas. All 5 service areas can be procured in both categories. The difference between the two categories consists of a differentiation in the customer's need for a tender for the solution. Category 1 is used when the customer has a precisely specified procurement need/standard procurement, where the customer has defined the solution prior to procurement, and only wishes to receive tenders for this solution from suppliers. The customer evaluates solely on price, according to the tender conditions' point 14.1. Category 2 is used for specialised and complex solution procurements, where the customer has a need for the supplier to define the solution based on the customer's described needs, and where there is therefore a need to evaluate the quality of the suppliers' different tendered solutions. In Category 2, both price and the suppliers' tendered solutions (quality) are evaluated, according to the tender conditions' point 14.2. In both categories of the system, standard software and related services, as defined by the 5 service areas above, can be procured within the following functional areas: 1. Applications - 1 Customer Experience and Relationship Management (CRM) - 2 Enterprise Resource Planning (ERP) - 3 Supply Chain Management (SCM) - 4 Project and Portfolio Management - 5 E-mail and Authoring - 6 Content Services - 7 Other Application Software 2. Application Platforms - 1 Application Infrastructure and Middleware - 2 Data Management - 3 Analytics and Business Intelligence 3. Infrastructure Software - 1 Operating Systems - 2 Storage Management - 3 Virtualization Infrastructure - 4 Other Infrastructure Software 4. Development and Operations Tools - 1 Application Development - 2 IT Operations 5. IT Security Software - 1 Security. Annex D, Overview of Functional Standard Software Areas, describes in more detail which functional areas of software and services related to these functional standard software areas are included in service areas 1-5. It is voluntary for all SKI’s customers, as appears from the published customer list, to use the System when they need to procure standard software or related services. The customer list in Annex B.1 indicates the customers and their organisations, who at the time of tender are customers of SKI and can therefore use the system. The dynamic purchasing system can, however, throughout the system's duration, be used by all ordering authorities, who are customers of SKI at the time of publication of a specific procurement in the system. All parts of the Danish state, regions and municipalities – including public companies and publicly owned companies, which are subject to tendering obligations as a result of their public ownership – can become customers of SKI by subscribing to a subscription covering their organisation. When new ordering parties become customers of SKI, SKI will update the customer list on SKI.dk and announce on SKI.dk that a change has been made to SKI’s customer list, as well as which ordering parties are new customers of SKI and from which date these can publish procurements in the system. The customer list in Annex B.1 is not updated after the time of tender. Instead, SKI’s customer list valid at any time will be publicly available on SKI.dk. Special attention is drawn to the fact that KL and the Ministry of Finance in the "Agreement on the Municipal Economy for 2026" have agreed to establish 4-5 cross-municipal IT service organisations, which are to handle various tasks and establish solutions in the IT area for the participating municipalities. It appears from the agreement: "There is [...] agreement that the municipalities will establish themselves in new, cross-municipal collaborations in the form of 4-5 municipal IT service organisations with a geographical starting point in the four regions by 1 January 2027 at the latest. The new IT service organisations are established as municipal units and will take over the municipalities' operation of server and network infrastructure by the end of 2027. The parties have a joint ambition that the units will gradually also take over the operation of user management and monitoring, PCs and other end-user equipment as well as service desk and support towards 2030 and will continuously discuss the progress of the work." These cross-municipal IT service organisations are to be considered as customers of SKI, from the time they are established as a separate legal entity and will thereafter be able to use the system for concrete procurements, which are published in the system, after their establishment. At the time of tender, the cross-municipal IT service organisations appear from Annex B.1 Customer List with the designations [It-Service Nord], [It-Service Midt], [It-Service Syd], [It-Service Øst] and [It-Service Hovedstaden]. These designations will be updated according to the process mentioned above, when the units are established. Whether 4 or 5 IT service organisations are established does not affect the total participant group across IT service organisations, i.e. the municipalities, being the same. Just like all the other customers in the system, the cross-municipal IT service organisations have a right – but not an obligation – to use the system.
