France – Pipes and fittings – FOURNITURE DE MATERIEL D'ETANCHEITE ET DE TUYAUX POUR LA REGIE DES TRANSPORTS METROPOLITAINS (2 LOTS)

1/ The consultation is divided into two lots as follows: Lot 1: Supply of seals and fittings; Lot 2: Supply of PVC and rubber pipes. The services to be carried out are described and executed in accordance with the provisions of the Particular Conditions of Contract (CCP) common to all lots and its annex specific to each lot, documents attached to this Public Procurement Notice (PPN). Candidates may submit tenders for one or more lots. The offers will be examined lot by lot. Candidates may not submit variable offers depending on the number of lots that may be obtained. Each lot will be the subject of a separate contract. 2/ The present public contracts are awarded under a negotiated procedure, in accordance with Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Code. These are framework agreements within the meaning of Articles L2125-1.1° and R2162-2 and following of the Code. Each framework agreement is concluded with a single economic operator and executed by the issuance of purchase orders (under the conditions set out in Articles R2162-13 and R2162-14 of the Code). Pursuant to Article R2162-4 of the Code, each framework agreement is concluded with no minimum commitment amount and with a maximum commitment amount over their duration (5 years), namely: Lot 1: 650 000,00 euros excl. VAT; Lot 2: 120 000,00 euros excl. VAT. 3/ These are public contracts for supplies which refer to the General Administrative Provisions applicable to public contracts for common supplies and services (CCAG/FCS), approved by the order of 30 March 2021. 4/ The duration of each framework agreement is five years firm, from the date of notification. 5/ At the stage of candidatures, the documents transmitted with the Public Procurement Notice (PPN) are listed in the "Candidature Phase" section of the Consultation Regulations, attached as an annex to the PPN. 6/ Candidates must submit their candidature (and their offer in a subsequent phase) electronically via the site www.achatpublic.com. 7/ In a subsequent phase, the RTM will make the complete Consultation File for Contractors (DCE) available to candidates admitted to submit an offer, via the site www.achatpublic.com which will provide the latter with the download modalities. Candidates must submit their offer electronically via the website achatpublic.com.
