NS seeks a Supplier to produce and deliver Modular Vests and Accessories to an NS-contracted supplier of corporate clothing (logistics distributor). This involves panels and at least two (2) types of Covers, such as undercovers and outer covers. The contract includes, subject to unforeseen circumstances, an initial delivery (rollout) of 450 to a maximum of 700 new Modular Vests and Accessories, with the option to expand to a maximum of 4,000 Modular Vests and Accessories* (see also under ‘Section 3.3 What are the options?’). See the estimated annual volume below under ‘Scope’. The Modular Vest, together with the Cover, forms one integrated system. *The Supplier must take into account the possibility of scaling up and the timeliness thereof. Scope*: Initial rollout • NS intends to order approximately 450 to 700 Modular Vests and Accessories from the Supplier in 2026, so that NS can organise an initial rollout by the end of Q2-2027. • With this, all Stab-and slash-resistant Vests of the current users (approximately 450), whose warranty expires in 2027, will be replaced by a new Stab-and slash-resistant Vest. This replacement will be rolled out annually to the other users whose Stab-and slash-resistant Vest needs to be replaced. This is approximately 10% to 15% of the total number of users (700). New employees • In addition, there are candidates (starters), these are employees who are newly employed by NS and who must be provided with a Modular Vest and Accessories. From 2027 and the following years, NS expects a 5% to 15% replacement demand for Stab-and slash-resistant Vests and Accessories per year, which corresponds to approximately 35 to 105 units. *NB No rights can be derived from the mentioned volumes (quantities). The Supplier is responsible for producing the Modular Vests and Accessories and delivering them to the NS logistics distributor (contracted corporate clothing supplier). The ‘Modular Vest and Accessories’ form one system that must be functional, user-friendly and well-coordinated. Carrying means must be easily attachable to the Covers. The scope of the tender consists of the following components: Preparation - Making agreements about delivery times. - Training staff of the NS-contracted supplier of corporate clothing (logistics distributor) in taking measurements, fitting and tailoring. - Providing clear instructions for use and wearing, with training and attention to differences between men and women. - Drawing up an implementation plan in conjunction with NS and the NS-contracted supplier of corporate clothing (logistics distributor). Production & Pre-production test - Producing and labelling the Modular Vests. - (Having) produce and label Accessories. - Producing Samples for a pre-production test(s). Logistics & Warehouse process - Packing orders with packing slip and instructions for cleaning and use. - Arrange delivery to NS logistics distributor (contracted supplier of corporate clothing). Developments - Easily adjust the level of protection in response to changing threat levels. - Proactively advise on new standards, comfort, protection and safety. - Follow developments in Modular Vests and Accessories on the market and proactively advise NS and, in consultation with NS, implement or not. - Implement (quality) improvements during the agreement, taking into account sustainability and social entrepreneurship. - Use sustainable materials and solutions where possible, for example in packaging, logistics and return process. - Use standard Modular Vests, panels and materials where possible. The above list will be further elaborated in the Tender Guidelines.
