Description

The City of Göttingen plans to acquire 35 certified access barriers. The aim is to protect visitors to the Göttingen city centre during events, festivals and markets from intentional drive-throughs by using certified access barriers. Based on the existing security concept of the Göttingen Christmas Market, the following minimum requirements for the access barriers are specified. - The access barriers, as individual elements, must meet at least the requirements of ISO 22343-1 and DIN SPEC 91414-1 with the corresponding certifications. - The penetration depth of the access barriers must not exceed 13 m. - The width of the individual elements is 750 - 850 mm. - The access barriers must provide the best and obstacle-free permeability for pedestrian traffic (120 cm and/or adaptable to the local situation). - The access barriers must be movable with both hand pallet trucks and forklifts, trucks and cranes. - The access barrier stands on at least 4 points, which are equipped with profiled rubber feet to avoid damaging the ground and to compensate for unevenness. - Weather resistance # Certifications and technical requirements of the certification: The suitability of the systems for access and drive-through protection as well as the material must be proven by a successful impact test at an accredited testing laboratory by means of a test certificate. The crash test must correspond to at least the standardised certification ISO 22343-1. # Since the systems are not permanently guarded, the individual module must be at least tamper-proof and immovable according to DIN SPEC 91414-1. # Individual elements: the access and drive-through protection to be delivered must be a mobile, relocatable system. # Dimensions: Due to the variability of the access routes to be protected at the respective events, the setup area for the access and drive-through protection systems is partially limited and must comply with the proven security concept of the City of Göttingen in the required number and corresponding dimensions. This places special demands on the permissible dimensions of the individual elements. In order not to fall below escape route widths and at the same time exclude a drive-through of cars, the following dimensions must be maintained: # Width per individual element: 750 mm – 850 mm. # Material: The surfaces of the elements and barriers must not be sharp-edged. All materials used must be difficult to ignite / not easily ignitable. The effect and function of the elements and barriers must not be impaired by fluctuations in the temperature range from -20°C to +40°C. The coating must comply with the legal requirements of the Road Traffic Regulations (StVO). - The function of the components must not be impaired by corrosion. The substructure of the vehicle barrier must be made of high-strength material and all other parts specially coated against corrosion. # Protective effect: The access and drive-through protection systems must, in the functional state, stop a 7.2t truck at 48 km/h and damage it so that further travel is no longer possible. The penetration depth of a vehicle into the barrier area must not exceed a value of 13.00 metres in order not to restrict the event area behind it according to the safety concept. The penetration depth of a vehicle must be specified with the offer (certificate). After impact on the access and drive-through protection system, the truck must no longer be roadworthy. # Functionality of access and drive-through protection: The access and drive-through protection must be able to be placed on the ground without additional structural measures. A connection to the ground or other fixed installations must not be necessary. # Permeability for pedestrian traffic (pedestrians and wheelchair users): The access and drive-through protection must ensure that permeability for pedestrian traffic (pedestrians, cyclists and wheelchair users) is possible. - When using several individual modules as a protection system, both the permeability for pedestrian traffic and the guarantee of escape and rescue routes must be ensured. For this purpose, an escape route width of at least 120 cm must exist between the individual modules. # Prohibition of used / used elements: Only new parts may be offered and delivered. # Proofs/Certifications: the following proofs and documents must be attached to the offer: - Proof of the standardised certification ISO 22343-1 and DIN SPEC 91414-1, - Product drawings and product data sheet, stating the dimensions and weight, - Declaration of conformity for the delivery of new parts, - Declaration of delivery time in weeks. # The delivery of the mobile access barriers must be made no later than 09.11.2026, 8:00.
