The subject of the procurement is the collection, transport of municipal waste with the management of ashes from the area of the Municipality and City of Odolanów. The contracting authority envisages the possibility of convening a meeting of contractors to explain the content of the SWZ. The date of the meeting will be given at a later date. The contracting authority will provide information about the date of the meeting on the website of the conducted procedure. The meeting will take place at the seat of the Municipality and City of Odolanów, room 1.13 Council Chamber (address: Rynek 1, 63-430 Odolanów). The subject of the procurement is divided into the following parts: 1) Part 1 - Collection and transport of municipal waste. The subject of the procurement is: 1) collection of municipal waste listed in the OPZ generated and collected on all properties in the area of the Municipality and City of Odolanów: a) where residents live; b) where residents do not live, but these properties are covered by an organized waste management system run by the municipality, and where municipal waste is generated; c) and on properties referred to in art. 6c para. 2b of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2025 item 733 as amended). 2) transport of waste to a municipal facility, the operator of which is Regionalny Zakład Zagospodarowania Odpadów Sp. z o. o., ul. Staroprzygodzka 121, 63-400 Ostrów Wielkopolski. 3. NOTICE: The contracting authority specifies requirements in the field of electromobility, which have been specified in Annex No. 4 to the SWZ, i.e. the detailed description of the subject of the procurement. The detailed description of the subject of the procurement is in Annex No. 4 to the SWZ. Information on the variant offer, referred to in art. 92 of the Pzp Act: The contracting authority does not allow the submission of variant offers. 2) Part 2 - Collection, transport and management of ashes from domestic furnaces. The subject of the procurement is: 1) collection of municipal waste - ashes generated and collected on all properties in the area of the Municipality and City of Odolanów: a) where residents live; b) where residents do not live, but these properties are covered by an organized waste management system run by the municipality as a result of the owner joining it on the terms specified in art. 6c para. 2c of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2025 item 733 as amended), and where municipal waste is generated; c) transport and management of waste: ash from domestic furnaces which should be transported and managed as part of the remuneration to a facility with the appropriate permit for the management of these wastes and meeting the requirements specified in the applicable legal provisions. The contractor is obliged to indicate in the offer the municipal facility to which the contractor will transfer the waste for its management. In the event of a change of the municipal facility which the contractor indicated in the offer during the validity of the contract, this is permissible, but it may not be associated with a change in remuneration and will not be a basis for any claims of the contractor against the contracting authority - in particular, claims for an increase in remuneration. NOTICE: The contracting authority specifies requirements in the field of electromobility, which have been specified in Annex No. 5 to the SWZ, i.e. the detailed description of the subject of the procurement. The detailed description of the subject of the procurement is in Annex No. 5 to the SWZ. Information on the variant offer, referred to in art. 92 of the Pzp Act: The contracting authority does not allow the submission of variant offers. 2. In the scope of tasks no. 1 and no. 2 – Requirements regarding the compliance of ICT solutions have been described in point 5.3 of the SWZ. 3. The contracting authority envisages the awarding of contracts, as referred to in art. 214 para. 1 point 7. This information is contained in point 6 of the SWZ. 4. The contracting authority informs that, pursuant to art. 139 para. 1 of the Pzp Act, it will first carry out an examination and evaluation of offers, and then carry out a subjective qualification of the contractor, whose offer was the highest rated in terms of the absence of grounds for exclusion and the fulfillment of the conditions for participation in the procedure. 5. Place of performance: the entire administrative area of the Municipality and City of Odolanów - for part 1,2 of the procurement. 6. The contracting authority envisages the possibility of exercising the right of option, both in part 1 and part 2. The description of the option is contained in point 5.3 of the SWZ. 7. The contractor, together with the offer, is obliged to submit a document constituting detailed calculations (for part 1 - Annex No. 2 to the SWZ, for part 2 - Annex No. 3 to the SWZ). The document constituting detailed calculations is part of the offer, and its absence results in the rejection of the offer, it is also not subject to supplementation. The document must be signed with a qualified electronic signature. This document is an integral part of the offer. 8. The contracting authority, in accordance with art. 455 para. 1 point 1 of the Pzp Act, envisages the possibility of making changes to the provisions contained in the contracts regarding the public procurement on the basis, scope and in the cases specified in the contract template for part 1 of the task and in the contract template for part 2 of the task. The contract templates are integral annexes to the SWZ. 9. The contracting authority allows the submission of partial offers for individual parts of the procurement, with the condition that parts cannot be divided by the contractors, offers not containing the full scope of the subject of the procurement specified for a given part will be rejected. 10. Before the commencement of the procedure, no market consultations were conducted. 11. The procurement must be completed within 12 months from 01.01.2027 - for part 1,2 of the procurement.
