The contract involves improvement works at Oulu's personnel yard. The contract includes, among other things, the improvement of existing platforms, the construction of a new intermediate platform, the construction of two new underpasses, as well as changes to the electrification, safety equipment and tracks. The contract is a joint initiative between the Transport Agency and the City of Oulu. The Transport Agency acts as the main contractor for the contract. Plans are only provided to bidders selected in the tender phase. The contract execution includes the totality defined in the contract documents. A more detailed description of the procurement content is in the tender documents. The procurement is carried out as a two-stage restricted procedure. In the first stage, the participation application stage, candidates submit participation applications. Based on the participation applications, bidders are selected from among the candidates who meet the suitability requirements, to whom the tender is published and who can submit a bid in the second stage, the tender stage. The tender documents contain information to be kept confidential. Attached to this participation request are the public versions of the tender documents. To receive the confidential documents, candidates must submit with their participation application a signed procurement-specific data security commitment and, for the persons who will handle the confidential information for the preparation of the bid, signed personal confidentiality commitments. The procurement unit delivers the tender documents containing confidential information only to the bidders selected to continue in the tender competition by publishing a link in the tender through which the documents can be viewed and downloaded.
