The Procurement Services of the City of Turku's Group Management invites tenders for moisture and indoor air investigations, sampling, and repair proposals for various service entities of the City of Turku, for the period 1 March 2027 (target) - 29 February 2028, after which the contracts may be extended under the original terms by the Purchaser's written decision with two (2) one (1) year options for the periods 1 March 2028 - 28 February 2029 and 1 March 2029 - 28 February 2030. The procurement is divided into three (3) sub-areas as follows: Sub-area 1 Building Moisture and Indoor Air Investigations Sub-area 2 Sampling Sub-area 3 Repair Proposals In Sub-area 1, Building Moisture and Indoor Air Investigations, a framework agreement will be made with three (3) Suppliers. The allocation is based on the gross floor area of the targets as follows: the first arriving Supplier will receive 50% of the orders, the second arriving Supplier 30% of the orders, and the third arriving Supplier 20% of the orders. The Purchaser retains the right to a ± 5% unit error margin in the distribution of orders throughout the contract period. The implementation of the order allocation will be monitored by the Purchaser. The Purchaser commits to providing a report on the distribution of targets to all three Suppliers twice a year. The report will be delivered by email to the named contact person of each Supplier. The monitoring report can also be discussed in a meeting arranged by the Purchaser if any party to the contract deems it necessary. If the distribution of targets results in a larger deviation than the error margin allows, the Purchaser must provide justified reasons for such an event in writing to all three Suppliers. Such a situation may arise, for example, if the Purchaser needs to offer the investigation target to the Supplier with the best expertise based on its special features. In Sub-area 2, Sampling, and Sub-area 3, Repair Proposals, framework agreements will be made with one (1) Supplier, for whom two (2) substitute suppliers will be selected. Substitute suppliers will be used in cases where the primary Supplier's operations are contrary to the contract or they are unable to provide the service, for example, due to the Supplier's delivery capacity, resource shortage, or similar situations, primarily in the order of cost-effectiveness.
