The Helsinki Metropolitan Area Environmental Services Authority (hereinafter "HSY") is tendering two (2) different contractors to implement the sewer and water pipe network renovation package (hereinafter "Project") in 2027-29. The sewer and water pipe network renovation package is HSY's pilot project, for which HSY is tendering two different contractors to guide the design and implement the sewer and water pipe network renovation programme for 2027-29, including the targets therein. The renovation contracts (hereinafter "Contracts") are to be implemented mainly using trenchless methods. The aim of the pilot project is to achieve more flexible and efficient implementation of renovation programmes, more rational delimitation of renovation areas, and improvement of the cost-effectiveness and quality of renovation targets. The contracts are intended to include - preliminary programming of renovation targets for the entire contract period - more detailed planning and scheduling of annual renovation targets - guidance of the construction design of selected targets for renovation works - development of renovation methods and processes. The programming and more detailed planning of renovation targets, as well as the development of renovation methods and processes, are to be implemented in cooperation between the client, the client's selected consultants, and the service provider and its subcontractors. The start of the contract period requires a development phase to be implemented in September-December 2026, in which the client and the selected contractors define the targets and metrics for the renovation contracts and initiate the more detailed planning of the renovation contracts. The contractors must be able to act as main contractors and implement the content of the contracts either on their own or together with subcontracted resources. Subcontractors do not need to be named in the participation notifications. Only one tender may be submitted to the tendering procedure, i.e. the same company may not submit two tenders or act as a tenderer and a subcontractor to another tenderer. Implementation form The implementation form of the contracts is a project alliance, which includes a joint development phase, budgeting and invoicing based on the open book model, and joint incentives. In the alliance model, the client pays the contractors their direct costs and, in addition, a fee based on the percentage fees offered in the tendering procedure. After the procurement decision, the client initiates development phases with each contractor and designers selected by the client and the framework agreement partners, during which the parties together define the more detailed content and scope of the contracts, as well as the implementation method and target costs. In addition, a more detailed renovation programme for the first year, including schedules, is drawn up during the development phases, and the construction design of these targets is initiated. The programmes for the following years 2028-2029 are to be drawn up in the same way in the autumn of the previous year. The client is to issue instructions based on the alliance agreement first for the development phase and then on a calendar year basis, provided that the parties to the agreement achieve the set targets. The client may, for a justified reason, use the exit right based on the alliance agreement and not continue the agreement. The model is to be developed into a more advanced partnership based on joint targets as well as the sharing of risks and benefits, with the aim of improving the productivity and customer focus of network renovations through the cooperation of the parties.
