2.1 Generalities The contract is divided into two lots. Candidates may submit a request to participate in Lot 1, Lot 2, or for both lots. The selection is assessed separately by lot based on the selection criteria applicable to the relevant lot.

2.1.1 Lot 1 – Connectivity for CM-MC Large Offices

Lot 1 includes the supply, delivery, implementation, management, and support of redundant Internet connectivity for approximately twenty CM-MC large offices. The solution must aim for high availability, good performance, good management capacity, and operational continuity. Each site must have at least:

• a primary physical connection, for example via fibre optic, DSL, coaxial, or an equivalent physical access technology;

• a wireless backup connection, at least based on 4G/5G or an equivalent technology, with automatic failover in case of failure of the primary connection;

• a secondary wired and/or wireless connection.

The primary physical connection must support a minimum bandwidth of 1000 Mbps for download and 500 Mbps for upload. The secondary connection can, provided that the minimum requirements in terms of availability, performance, failover, and operational separation are met, be implemented via fibre optic, DSL, coaxial, 4G/5G, satellite connectivity, or an equivalent technology. No separate mandatory fallback connection is required for the secondary connection. The primary physical connection, the wireless backup connection, and the secondary connection must be sufficiently separated technically and operationally, so that a failure of one connection does not automatically result in the unavailability of the entire Internet connectivity of the site in question. The provided solution also includes all necessary network equipment, including independent CPEs for the primary and secondary line/solution, as well as the necessary services for configuration, installation, activation, monitoring, support, reporting, documentation, transition, and migration, as further specified in the contract documents.

2.1.2 Lot 2 – Connectivity for other CM-MC Offices

Lot 2 includes the supply, delivery, implementation, management, and support of Internet connectivity for a large group of CM-MC offices, comprising approximately 35 contact points, 190 small offices, and 40 medium-sized offices. The solution must aim for a performant, stable, secure, and manageable Internet access for the sites in question. The connections can be based on different underlying technologies. These technologies do not necessarily have to be uniform for all sites. For the execution of the contract, fibre optic, coaxial, DSL, 4G/5G, satellite connectivity, or equivalent technologies can be used, provided that the final proposed solution meets the minimum requirements that will be specified in the second phase. Wired connections, such as fibre optic, coaxial, or DSL, are preferred when technically and operationally possible. When a wired connection is not possible or not indicated for a given site, another technology can be proposed in the second phase, provided that this choice is sufficiently justified. Each connection must support at least 150 Mbps for download and 50 Mbps for upload. The provided solution also includes all necessary network equipment, the CPEs, configuration, installation, activation, monitoring, support, reporting, documentation, transition, and migration, as further specified in the contract documents.
