Germany – Special-purpose road passenger-transport services – Beförderung im freigestellten Schülerverkehr von Schülern aus dem Stadtgebiet Kaufbeuren von und zur Josef-Landes-Schule, Prinzregentenstraße 2 und Schraderstraße 3, 87600 Kaufbeuren - ab 01.12.2026

The City of Kaufbeuren is, among other things, the provider of the Josef-Landes-Schule -special education centre- with a main building at Prinzregentenstraße 2 and a branch at the adjacent Schraderschule, Schraderstr. 1 (stop: Heinzelmannstr.) Kaufbeuren. The present tender aims to identify a contractor to transport the children from the municipal area to the special school. The transport of pupils to the aforementioned special school is characterised by some peculiarities, on which the contracting authority has no or only limited influence. Thus, changes in the transport service are to be expected throughout the contract period, at least at the beginning of the school year, but often also during the ongoing school year. These are characterised, among other things, by the arrival, departure or relocation of pupils, and changes in collection times on individual days due to school organisational reasons. The tender is for a sub-region of the City of Kaufbeuren, from which children are to be transported to the special school. A sample transport plan (see tab 'Sample Tour') based on the current transport situation was used for the sub-region. Based on this and the expected school days, the expected daily/annual kilometre performance was determined, which serves as the basis for calculation. Payment is made as a lump sum per day of deployment. It is expressly pointed out that the provision of services can change both during a school year and at the beginning of a school year, in particular due to changes in the number of pupils, the departure or arrival of pupils and other provisions that are not within the sphere of influence of the contracting authority. The transport service to be provided by the bidder is defined by these general framework conditions and the following specifications. Vehicle with at least 40 passenger seats. With an average of 185 school days per year, the current status results in: - a total mileage of approx. 7,400 kilometres in 185 school days per year, - 370 hours of work per school year for the accompanying staff.
