Description

The subject of the procedure are services for Technical Equipment Heating Ventilation Sanitary according to HOAI Part 4, Section 2, § 53 ff. for the new construction "Social Housing Project, Alice-Salomon-Straße 1, Freiburg". A two-stage negotiated procedure with a public selection phase and negotiation phase will be conducted in accordance with §§ 14, 17 and 73 ff VgV for services for Technical Equipment Heating Ventilation Sanitary according to HOAI Part 4, Section 2, § 53 ff. The City of Freiburg plans to build a social housing project at Alice-Salomon-Straße 1 in Freiburg-St. Georgen. The project envisages a four-storey residential building with 29 residential units for approximately 60 people. The aim of the project is to accommodate homeless individuals and families from municipal hostels in their own rented accommodation. The City of Freiburg acts as the client and future operator. The project is also designed as a transferable model for further social housing projects of this kind. The site is within the scope of the "Innere Elben" land use plan; three full storeys and one attic storey are planned. Building law exemptions for the currently envisaged volume and the extent of the structural use have been clarified by means of a building pre-application. The building pre-application is based on a feasibility study, which, in addition to the building law issues regarding the location and volume of the building, also provides initial floor plan investigations and evidence of the desired mix of apartments. The feasibility study and the result of the building pre-application will be made fully available to the bidders in the 2nd stage of the procedure. The mix of apartments comprises 19 small apartments for single households, four of which are barrier-free, one unit for social care, four two-room apartments for couples or single parents and six large apartments for families with five or more people. The currently planned living space is approximately 1,600 m². The room sizes are based on the state housing promotion programme. The site is not connected to a district heating network, so a heat generation concept must be designed. As part of this project, the City of Freiburg's building and energy guidelines must be taken into account. These can be downloaded at www.freiburg.de - Wirtschaft und Digitalisierung/Ausschreibungen. The requirements for the construction of sustainable energy concepts (e.g. PV system) must be taken into account in the planning for the new areas. Upon contract award, performance phases 1 to 3 will be commissioned. Performance phases 4 to 9 are to be commissioned in stages. There is no legal entitlement to the transfer of the further or all performance phases.
