Description

Enedis wishes to establish a new national contract to continue and strengthen the new national plan to eliminate transformers from the 1987–1994 period potentially contaminated with PCB, it is necessary to launch a campaign of measurements and analyses of insulating oils across the entire affected fleet, i.e. approximately 138,000 HTA/BT transformers currently in operation. The objective is to determine the PCB content of each transformer, in accordance with the applicable regulations, and to ensure the traceability of the results throughout the duration of the plan. The contract holder must:

· Carry out the analysis of insulating oil samples using the gas chromatography method,

· Provide results in accordance with regulatory requirements,

· Keep the samples until 31/12/2040,

· Have a mandatory COFRAC accreditation for carrying out the analyses.

This contract is part of an environmental responsibility and regulatory compliance approach. It covers an estimated volume of 138,000 analyses spread over a period of 10 years (2026–2035). It will be structured in two phases:

· A first period of 2.5 years firm, extendable by 2 optional years until 2030,

· A renewal in 2030, allowing for the adjustment of volumes based on the first results and the progress of the plan.

This new contract is in line with the previous contract, structured in a single geographical lot and aims to cover the entire national territory. The results highlight a significant need, not complementary, but essential.
