Bulgaria – Air-conditioning appliances – „Доставка, монтаж и гаранционно сервизно обслужване на климатици за Централно митническо управление (ЦМУ) в гр. София“

The subject of the contract with this order is: „Supply, installation and warranty maintenance of air conditioners for the Customs Agency (CA) in Sofia“. The subject and scope of the public procurement include the performance of the following activities: a) supply of air conditioners/convectors, dismantling of existing equipment (if necessary) including the removal from CA of the old equipment (if necessary) and installation of the new delivered goods, testing, commissioning, warranty maintenance (maintenance); b) an option that includes supply, dismantling (if necessary), including the removal from CA of the old equipment (if necessary), installation, testing, commissioning and warranty maintenance (maintenance) of additional quantities of air conditioning equipment; supply and installation of copper pipe, power cable and/or decorative cable duct above the quantities specified in the technical specification. The activities falling within the scope of the option will be carried out as needed and after the conclusion of an additional agreement between the Contracting Authority and the Contractor, in which the following will be specified: the quantities of air conditioners/convectors to be procured and/or the quantities for supply and installation of copper pipe, power cable and/or the quantities of decorative cable duct above the quantities specified in the technical specification; the place(s) of installation. A detailed description of all the works envisaged is contained in the attached technical specification. The subject of the public procurement is divided into 2 (two) separate lots, as follows: Lot 1: „Supply, installation and warranty maintenance of air conditioners for the Customs Agency (CA)“; Lot 2: „Supply, installation and warranty maintenance of air conditioners for the Customs Agency (CA) – server room“. The estimated value of the contract, determined in accordance with the provisions of Article 21, Paragraphs 2 and 3 of the Public Procurement Act (PPA) as of the date of the decision for its opening and subject to the rules of Article 21, Paragraph 1 of the PPA and Article 27 of the Ordinance on Public Procurement (OPP) is 130 000,00 euros without VAT. The estimated values of the separate lots are as follows: Lot 1 – 104 500,00 euros without VAT, which value includes the following values: up to 40 460,00 euros without VAT for activities related to the supply of air conditioners/convectors, dismantling of existing equipment (if necessary) including the removal from CA of the old equipment (if necessary) and installation of the new delivered goods, testing, commissioning, warranty maintenance (maintenance) and up to 64 040,00 euros without VAT for the option. Note: The estimated value of 40 460,00 euros without VAT for the activity related to the supply of air conditioners/convectors, dismantling of existing equipment (if necessary) including the removal from CA of the old equipment (if necessary) and installation of the new delivered goods, testing, commissioning, warranty maintenance (maintenance) is the maximum that the Contracting Authority can provide. Bids containing a price offer for the execution of the contract, which exceeds the announced values, will be proposed for removal, due to non-compliance with this previously announced condition. Lot 2 – 25 500,00 euros without VAT, for activities related to the supply of air conditioners, dismantling of existing equipment and installation of the new delivered goods, testing, commissioning, warranty maintenance (maintenance) On the basis of Article 21, Paragraph 6 of the PPA, Lot 2 with the subject: „Supply, installation and warranty maintenance of air conditioners for the Customs Agency (CA) – server room“ is excluded from the current open procedure with the subject „Supply, installation and warranty maintenance of air conditioners for the Customs Agency (CA) in Sofia“ and is awarded in accordance with the procedure valid for its individual estimated value – contract of value under Article 20, Paragraph 4, Item 3 of the PPA with direct award. The estimated value of Lot 2 does not exceed 79 998,77 euros, and the total estimated value is 25 500,00 euros without VAT, which does not exceed 20 percent of the total estimated value of the contract. In view of the above, through the current open procedure, the supplies, subject of Lot 1, whose total estimated value is 104 500,00 (one hundred and four thousand five hundred) euros without VAT, will be awarded. After applying the provision of Article 21, Paragraph 6 of the PPA and awarding Lot 2, the remaining value of the open procedure with the subject: „Supply, installation and warranty maintenance of air conditioners for the Customs Agency (CA) in Sofia“ is 104 500,00 (one hundred and four thousand five hundred) euros without VAT. At the time of opening the procedure, the Contracting Authority does not have a secured financial resource for execution, therefore the same is announced under the conditions of Article 114 of the PPA and the execution of the contracts will be considered awarded under the suspensive condition after secured financing. Execution begins after confirmation from the Contracting Authority of secured financing and presentation by the Contractor of the required performance guarantee.
