France – Architectural and related services – MISSION DE MAITRISE D’ŒUVRE PORTANT SUR LA REHABILITATION ET L’EXTENSION DE LA MEDIATHEQUE DE NEMOURS

This design contest is organised for the award of the design contract for the rehabilitation and extension of the Nemours library. It includes a new construction section and a rehabilitation section in the library. The Nemours library has occupied an 18th-century building on the banks of the Loing since 1980. The ground floor of the building was severely damaged by flooding in June 2016 and underwent rehabilitation work in 2020 (at constant surface area). The surface area of the library is very insufficient in relation to the number of inhabitants and the structuring role of the library on the territory of the Pays de Nemours. Moreover, it no longer meets the expectations of a modern library. The project must correct this situation. The facility desired by the municipality aims to be a true place of life and exchange for the entire population, whether or not they are familiar with cultural practices. A programming study carried out in 2017 and updated in 2023 made it possible to establish a needs program in consultation with the services of the town of Nemours. Attention is drawn to the fact that this program, tested for financial feasibility, has been optimized to meet the investment capabilities of the Town. The project will be developed on the site of the current library and will consist of the rehabilitation-restructuring of existing buildings, complemented by an extension. The project will also include the demolition of existing buildings and some external arrangements. The program provides for the implementation of: > 337 m2 of usable space (approximately 450 m2 SDP) in new construction, > 647 m2 of usable space (approximately 860 m2 SDP) in the restructuring (current library building and former town hall building on rue Darley). This distribution of new and restructured square meters results from the feasibility study proposed by the town. The design team may adjust this distribution according to its choice to preserve or demolish certain parts of the building. NOTA: in no case should the surface area of the project be less than 1310 m2 of SDP. The details of the project are described in the design program. The estimated cost of the work is 3,200,000 euros H.T.V.A (July 2026 value). This amount is calculated taking into account the services of VRD, construction, specific fixed technical equipment, public utility and diversified networks and outdoor spaces. The contracting authority decides to limit the number of candidates admitted to submit a service and proceeds with the selection of 4 teams admitted to compete by applying the following selection criteria: - Criterion 1: Technical, professional and financial capacities of the group: Assessed in light of the skills, experience, financial guarantees, technical and human resources presented. The assessment will also take into account the coherence and complementarity of the members of the group with each other. - Criterion 2: Quality and relevance of the references presented, in relation to the operation: References to be presented according to the proposed response frameworks, including a specific one presenting 3 illustrated references of the lead architect.
