The subject of the public contract is the construction of a Climate-Resilient Living Lab Podluží, which will connect 13 municipalities of the region into a single smart infrastructure system. The laboratory will create an open and modular environment for testing and validating innovative technologies in the areas of climate mitigation and adaptation, namely energy, water management, waste management, mobility, public lighting, greenery, and digital services. The key element will be the central data platform EMOS, which will enable data integration, predictive infrastructure management, and simulation of crisis scenarios across the entire region. The project will become a model example for other Czech and European regions. After completion, an integrated innovation ecosystem will be created, in which all municipalities will be connected through the EMOS platform. The region will transform into a living lab capable of testing and evaluating technologies at various scales – from a small village to a larger town – and providing high-quality data and a unique environment for research and practice. Municipalities will have the opportunity to predictively manage their infrastructure, effectively cope with crisis situations, and achieve significant savings in the areas of energy, water, and waste. The Podluží region will become a region in the Czech Republic that can address climate challenges in synergy and multidisciplinary – by connecting local authorities, companies, universities, and citizens. Thus, the region will transform into an open "playing field" for technological and process development of public administration, which will be an inspiration for other territories. The public contract consists of 3 implementation circles:

I. Circle: I.a EMOS Region Podluží – (Energy Management and Optimisation System – energy management and optimisation system) for selected municipalities of the Podluží Region. The subject is to implement an open architecture of the Podluží Region as a regional data, integration, and control layer for the future development of community energy, property management, and digital technology management in municipalities. I.b EMOS Municipality of Kostice (Energy Management and Optimisation System – energy management and optimisation system). The subject is to implement a pilot part for the municipality of Kostice, specifically the deployment of the Data Intelligence module (advanced analytics) and the deployment of autonomous control of selected technologies and resources. The Kostice pilot is to serve as a reference and demonstration part of the entire project. The pilot includes, in particular, advanced analytics of consumption and inefficiency, reporting, simulation of measures, and autonomous control of selected technologies, especially PV, storage, microgeneration, reserved maximum, and other technologies.

II. Circle: II. Energy Consultant Activity The subject of this circle is to ensure an expert energy consultant for the field of municipal energy. The energy consultant will methodically lead the municipality, possibly other authorised persons from the municipality or the Podluží Region, in creating an energy concept and implementing a practical energy management system. The implementation also includes practical training for the designated persons of the municipality and the Podluží Region to work in the EMOS system, or in another similar energy management system used by the contracting authority, and that to the extent of 250 hours.

III. Circle: III. Investment Activities of the Municipality of Kostice The aim is to create an operationally safe, energy-efficient, and long-term serviceable local energy unit, in which MaR will superordinate control the production of electricity and heat, storage, consumption, and interconnection of existing and new technologies. The solution must be open for future development, must not be dependent on the exclusive remote access of the manufacturer, and must transfer to the municipality the complete operational data, configurations, and control documentation of MaR. The solution includes these areas: • central heat source for the solved municipal buildings with preparation for future connection of Sokolovna; • combined production of electricity and heat in KGJ and coordinated operation of bivalent sources; • use of heat in the heating system and TV, storage, and safe measurement of surpluses with a dry cooler; • integration of KGJ, boilers, PV, BESS, meters, and other related technologies into a common control system MaR/ASŘ;

The subject of the public contract is the obligation of the contractor to ensure planned servicing and ordered non-warranty work for a period of 60 months from the acceptance of the work in the scope and at the prices according to Annex No. 8 Binding Price and Contractual Forms for the Evaluation Criterion C. Model quantities serve to compare offers; the actual number of engine hours, outings, and ordered hours the contracting authority does not guarantee. The prescribed service activities will be paid according to the actual operation and binding unit prices.
