Description

A new Lühe barrier is to be planned. The barrier is located at the mouth of the Lühe into the Elbe in the municipality of Grünendeich in the area of the Deichverband I. Meile Altenlandes in the Elbe dike line southeast of Stade. The bascule bridge located on the Elbe side in the area of the barrier outlet as part of the Kreisstraße 39 was built in 1982 and is the property of the Landkreis Stade, but is operated by the barrier keeper of the NLWKN. As a result of climate change/sea level rise, the design water levels incl. precautionary measures have been adapted to the new climate situation. With the decree of the Lower Saxony Ministry of the Environment "Implementation of the Lower Saxony Coastal Protection Strategy 2020" of 16.02.2021, inter alia, a significantly increased precautionary measure was taken into account for the increased sea level rise. The review of the barriers on the Lower Elbe revealed that for the Lühe barrier, the current design water level can still be statically accommodated without the new precautionary measure of 100 cm. For the current coastal protection requirements of the next 100 years, it can only meet these in connection with a replacement new build, an increase, upgrades and/or load-reducing measures within the scope of the static possibilities. The planning for a new build of the barrier is to be carried out in the coming years, with a new build to be realised in the near vicinity of the existing structure. Since the structure is located in the main dike line of the Tideelbe, the new barrier must also meet the requirements of coastal protection. The functionality of the existing barrier must be guaranteed at all times. This means that in the case of a new build, the existing barrier can only be dismantled after completion of the new build.
