France – Health and safety consultancy services – Réalisation de Missions de coordination en matière de sécurité et de protection de la santé (CSPS) au profit des opérations et programmes (hors programmes spécifiques) et des centres de la Direction Générale de la DGA (Direction Générale de l’Armement )

It is specified that the deadline for the submission of tenders is set below in section 5.1.12 of each lot. This is a defence or security contract.

The present consultation is launched due to the decision to waive a public contract for reasons not resulting from the failure of the procedure. Indeed, the procedure prior to the present consultation was declared without follow-up for all the lots of the latter for reasons of general interest following a material error.

The contract is a single-source framework agreement which is executed by purchase orders. The validity period of the framework agreement is 7 years, it is non-renewable. The estimated value is 8,800,000.00 € excl. VAT. The services subject to the present framework agreement consist of the implementation of CSPS missions relating to various types of sites necessary for the armament programmes and operations conducted by the DGA, including SPS coordination concerning building and civil engineering works, as well as works presenting particular risks listed in the list set by decree provided for in article L.4532-8 of the Labour Code such as notably:

- Raising of mechanical, electrical, electronic means or materials, inside premises or outside;

- Deployment or redeployment of mechanical, electrical, electronic means or materials within the same site, inside premises or outside;

- Dismantling or demolition of structures or mechanical, electrical, electronic means or materials, inside premises or outside;

- Construction or fitting out of structures or mechanical, electrical, electronic means or materials, inside premises or outside.

This framework agreement is divided into ten lots corresponding to ten distinct geographical zones where the CSPS services are performed:

- Lot No. 01: Implementation of CSPS (safety and health protection) coordination missions, categories 1, 2 and 3, in the "Île de France / Nord" zone

- Lot No. 02: Implementation of CSPS (safety and health protection) coordination missions, categories 1, 2 and 3, in the "West" zone

- Lot No. 03: Implementation of CSPS (safety and health protection) coordination missions, categories 1, 2 and 3, in the "South-West" zone

- Lot No. 04: Implementation of CSPS (safety and health protection) coordination missions, categories 1, 2 and 3, in the "South" zone

- Lot No. 05: Implementation of CSPS (safety and health protection) coordination missions, categories 1, 2 and 3, in the "South-East" zone

- Lot No. 06: Implementation of CSPS (safety and health protection) coordination missions, categories 1, 2 and 3, in the "East" zone

- Lot No. 07: Implementation of CSPS (safety and health protection) coordination missions, categories 2 and 3, in the "Atlantic Ocean" zone

- Lot No. 08: Implementation of CSPS (safety and health protection) coordination missions, categories 2 and 3, in the "Indian Ocean" zone

- Lot No. 09: Implementation of CSPS (safety and health protection) coordination missions, categories 2 and 3, in the "Pacific Ocean" zone

- Lot No. 10: Implementation of CSPS (safety and health protection) coordination missions, categories 2 and 3, in the "Rest of the world" zone

The services must implement the general principles of prevention to ensure the safety and health of persons intervening on a building or civil engineering site or involving works presenting risks.
